The Role
We're looking for a results-oriented Growth & Merchandising Associate to own the operational and executional layer of our Growth & Merchandising function — campaign coordination, inventory governance, and enablement materials.
The Propel Marketplace connects our ~10 million users — predominantly low-income Americans managing government benefits — to products, services, and offers from leading brands. The work you do here directly shapes what users see, what partners can sell, and how the Marketplace grows.
This role will join at a pivotal moment for Propel Marketplace. You'll partner closely with the Growth & Merchandising Lead on direction and priorities, but you'll own how the work actually gets done — building the playbook as you go rather than inheriting one, and bringing problems and proposed fixes rather than waiting to be pointed at them. We're looking for someone who can take a loosely defined problem and run with it independently, checking in for calibration rather than validation, and who brings genuine curiosity about how AI can extend what a lean team can accomplish.
Here's how you'll impact the company:
Own seasonal campaign execution end-to-end. You're the primary operator for campaign coordination - managing timelines, stakeholder touch points across Customer Success, Ad Ops, Engineering/Product/Design, and Marketing, partner packaging logistics, and Customer Success enablement materials. You'll protect seasonal campaign revenue and identify improvements between campaigns.
Take ownership of our premium placement booking tool. Within 60–90 days, you're the primary owner of the tool that manages booking and reservation logic for our premium ad placements. You'll field requests outside the self-serve flow, flag utilization gaps proactively, and improve the tool as new campaign levers come online.
Build a self-serve library for Customer Success. You'll maintain pitch materials, campaign one-pagers, and placement packages that let Customer Success pitch premium inventory without needing you in the room every time — including using AI to personalize materials and case studies at scale.
Keep our knowledge systems current and translate operational reality into strategy. You're close to what CSMs are asking for and where inventory gaps keep showing up. You'll document what's actually happening (not just what's supposed to happen) and give the Growth & Merchandising Lead a regular, structured pulse that feeds planning.
Requirements:
2–3 years of experience in operations, project management, campaign coordination, or a related function
Strong project management and cross-functional coordination skills — you can move shared workstreams forward across teams with confidence and clarity, even without formal authority over them
Fluency in ad tech — you understand performance metrics, campaign goals, and client objectives, and can speak to campaign performance in context
Demonstrated AI builder — you have concrete examples of AI projects you've built or applied in a previous role to improve operations, not just used AI as a tool
Strong judgment on quality — you can tell where AI-generated output is client-ready and where it needs a human hand
Comfort with ambiguity — you're willing to build alongside a team whose tools and processes are still taking shape
Sharp attention to detail — you catch problems before they surface
Clear, concise writing — a meaningful share of this role produces materials that go directly to Customer Success and external partners
High ownership mentality — your instinct is to flag, propose, and drive, not wait for a fully defined playbook
Genuine learning agility and curiosity about how a consumer marketplace product operates end-to-end
This role may not be for you if:
You need frequent direction or sign-off to move forward. We're looking for someone who proposes and drives, and brings the Lead in for calibration and exceptions, not day-to-day validation.
You'd rather execute an existing strategy than help build the operational muscle behind one. This role is as much about building the playbook as running it.
You're uneasy with ambiguity. Our tools and processes are still being built, and priorities can shift as external factors (funding, policy, partnerships) and internal factors change.
You prefer fixed scope and a predictable pace. What you own will evolve as the function scales, and campaign timelines don't slow down while we figure things out.

Propel believes that everyone should be compensated fairly and equitably. We set our salary ranges using compensation data from hundreds of NYC-based startups at our stage. Additionally, pay is not determined based on location. Compensation for this position includes base salary and a performance-based bonus. The expected base salary for the role is $85,000 - $120,000. The bonus is a combination of individual and team revenue performance. The total on-target earnings (OTE) is $93,500 – $132,000. Equity and excellent benefits come with this position as well!

About the role
We launched the Propel Marketplace to connect our ~5M monthly active users to products, services, and exclusive offers from leading brands across grocery and retail, healthcare, telecoms, financial services, and auto. It has grown into a powerful, industry-leading performance tool for our partners and a critical revenue driver for Propel. We have strong product market fit, our users love our app, and our customers love that we have a significant reach and engagement with our users.
We're hiring a Product Lead (Senior or Staff Product Manager) to own the Grocery product vertical that sits within our broader Marketplace product ecosystem. You'll inherit and drive a large cross-functional team (engineers, designers, and data scientists) with a clear problem space and momentum. In addition to running a cross-functional product squad, you'll partner closely with our business team across business development and customer success. You’ll report directly to the VP of Product.
We’re looking for someone who is an excellent executor and is excited to drive user and commercial strategy. You'll ship — fast, with quality, across a tight cross functional pod — and you'll also shape the bets: which user segments we build for, how we translate retailer and CPG demand into a product users love, and where the durable value (and revenue) actually comes from. We’re looking for someone who is excited and energized by the opportunity to balance commercial strategy with low income user experiences.
What you'll do
Own the end-to-end product vision & strategy for grocery – both how we help users save money on groceries and how we create value for commercial partners
Deeply understand the grocery shopping habits & needs of SNAP recipients & be able to identify areas of opportunity & overlap with retailers & CPGs
Balance a portfolio of smaller experiments and larger 0 →1 efforts that define our roadmap in the space – this looks like sharp hypothesis definition, fast iteration and close collaboration with engineering, design & sales
Define & track the success metrics that tie user value to commercial performance
Communicate product strategy clearly to leadership, cross-functional teams and commercial partners
Uses AI tools (we use Claude) fluently to move faster - turning a rough brief into a structured doc, a messy transcript into clear action items, or a vague ask into a scoped problem statement
What we’re looking for
5+ years of product management experience with direct experience shipping large-scale consumer products
Commercial fluency & partnership experience. You’ve had to work with commercial partners before (ideally in the retail space), and gone through the exercise of identifying areas of overlap in user and partner needs. You can sit across the table from a retailer or CPG, understand what they need, and translate requirements into the product — without losing sight of user value.
Demonstrated 0→1 product experience. You’ve taken a product from an idea or early concept to a shipped, scaled solution.
AI fluency. You use AI tools fluently as part of daily work - prompting effectively, evaluating outputs critically, and applying them where they genuinely accelerate the work, whether that's synthesizing research, structuring docs, or turning ambiguous asks into scoped problem statements.
Data-driven. You reach for the data yourself (we run on Amplitude, Metabase/Snowflake), frame the right metrics, and can tell the difference between a real signal and a vanity one.
Mission-aligned. You care about building for low-income and underserved users, and you bring both empathy and rigor to it. You hold a high bar that behavior change has to be worth it for the user, even when there's no revenue upside.
Startup experience. You’re comfortable with ambiguity, move fast, and know how to make smart tradeoffs with limited resources.
Exceptional communication skills. you can present a product vision to a C-suite buyer and write a clear PRD with equal confidence.
Strong collaboration skills with both technical and non-technical stakeholders

The Role

We’re looking for a self-motivated Senior Platform Engineer to join our Developer Enablement Team within the engineering org at Propel.
This role empowers other engineers by improving the cloud native platforms that enable development and delivery of Propel’s technology. These cloud native platforms impact several products and stacks, including interacting with government programs, surfacing savings opportunities, enrolling users in healthcare plans, internal tooling, architecture, and more! Your focus will be on running fault tolerant applications in Kubernetes and AWS, and solving organization-wide engineering problems.
We are looking for a tinkerer to experiment with improvements to the developer experience at Propel. You will architect new features for our cloud platform, support a wide-variety of production applications, address technical debt, and help guide other engineers.

What you will do:
Own our fundamental cloud services and tooling. You will manage our cloud networks, security policies, and other low-level cloud services. Our engineering team provisions cloud infrastructure on top of this foundation, using infrastructure as code tools like Terraform.
Own our application platform. You will administer our Kubernetes clusters to meet the needs of the engineering team. You will explore new tools and services that improve the security and reliability of our applications running on the platform.
Own our developer experience. You will assist engineers with best practices for using and deploying to the platform. You will administer our CI/CD and other internal tools to make this as easy as possible.
What you have:
5+ years experience in DevOps, Site Reliability Engineering, Platform Engineering, or Systems Engineering
Proficient with at least one high-level programming language - Python, Go, or whatever else you like
Strong understanding of networking, containers, security and scalability
Strong Kubernetes fundamentals and experience with Helm or other common tools in the ecosystem
Strong infrastructure as code skills (we use Terraform)
Broad experience across many cloud services within a major cloud provider (we use AWS)

Experience being part of an on-call rotation to fix urgent issues

We’re looking for a GTM Strategy and Operations Lead! We're scaling revenue operations for a profitable marketplace - and we need someone who moves fast, thinks strategically, and is eager to provide proactive support to senior leaders.
You'll own the RevOps program end-to-end: embedding AI into our tech stack, surfacing insights that drive decisions, and serving as a trusted partner to the Customer Success and Business Development teams. You stay ahead of industry trends and hold yourself to a high bar.
This is a high-visibility role on our Marketplace Strategy & Operations team, reporting to the Director of Strategy & Operations. You’ll work closely with the GM of Marketplace, Head of CS, and Head of BD & Sales.
Here's how you'll impact the company
Power GTM planning: Lead comp planning and goal-setting in partnership with Sales, CS, and the GM as we push toward our next growth milestone
Drive analytical rigor: Diagnose performance gaps with hypothesis-driven analysis, build dashboards that surface what actually matters, and make actionable recommendations based on your findings
Own the GTM tech stack: Serve as our primary Salesforce admin and own the broader suite of tools that Sales and CS rely on - maintaining data integrity, driving adoption, and proactively identifying new tools (including AI-powered ones) that make the team more effective
Enable the team: Build processes that stick, standardize how we work across BD and CS, and establish AI usage guidelines that ensure consistency across team outputs so the team can move fast without creating fragmentation
Requirements
Experience: 3+ years in analytical roles supporting enterprise GTM teams (BizOps, Revenue Operations, Revenue Enablement, etc.). Experience at growth stage company (50-200 employees) strongly preferred
Analytical rigor: You take a hypothesis-driven approach, know how to frame a question well, and deliver findings with clear logic and a point of view
Self-directed: Comfortable prioritizing in an ambiguous environment and picking up new tools and contexts quickly
AI fluency: You proactively explore ways to use AI tools to improve team workflows and GTM processes. You know when and where to use them to accelerate great judgment, not just to move faster
Documentation: Your materials are self-explanatory, well-structured, and formatted for the audience
GTM tech stack: Must be comfortable as a primary admin of Salesforce - building, maintaining, and improving the instance. Knowledge and curiosity for other GTM tools
Experience in ads, ad tech, or performance marketing is a plus

Senior GTM Strategy and Ops Lead: The expected base salary is $160,000 - $180,000, with a total on-target earnings (OTE) of $176,000 - $198,000.

What you will do:
Build software systems used by millions of low-income Americans, helping to put dollars back in their pockets
Build iOS and Android apps using Vue + TypeScript + Capacitor
Develop significant server-side software using Python and Flask, backed by Postgres and Redis; leverage AWS offerings as well as other open source technologies
Create software that is reliable, scalable, and maintainable
Effectively communicate with team members during projects, code review, etc.
Contribute to building our engineering culture and processes as we continue to scale
Collaborate on deciding on the right projects, building great solutions, and helping your team succeed
Work with our Product and Design team to scope projects and execute on innovative products
Participate in our on-call rotation
What you have:
5+ years of experience designing, building, shipping, and maintaining complex full-stack software
Experience with a startup environment or the ability to operate effectively when faced with ambiguity
Excitement to dive deep into our codebase and product ecosystem to contribute to large and impactful projects
Strong communication skills across technical and non-technical audiences and topics
Eagerness to learn and actively contribute to team discussions, design doc reviews, and code reviews
Computer science degree or equivalent fundamentals learned elsewhere

About the Role
We're looking for a Solutions Architect to bridge Propel's Government Partnerships team and our Product & Engineering organization - translating state partners' needs into product strategy, and then owning the delivery of that work with states. This role has the opportunity to shape the way our product evolves with deeper government partnerships and increase the value we’re able to deliver to both users and government partners.
This is a hands-on IC role. You'll be the person writing the scoping doc, building the dashboard, sitting in the state meeting, configuring the campaign, and running the evaluation. You own both strategy and execution end to end. Over time, as this work scales, the role has potential to grow into a leadership position — but today we need someone who is excited about the execution.
You'll work across the state partnership funnel, from early relationship-building through campaign delivery. You should be the kind of person who can walk into a meeting with a state SNAP agency, understand their operational pain points around payment error rates or portal access, walk out with a concrete plan that maps to Propel's product roadmap — and then go execute it. The role reports into our Government Partnerships team, with a dotted line to Product.
Here's how you'll impact the company:
Be the product voice in state conversations. Prepare materials, present Propel's capabilities, and field technical questions from state partners directly. Translate what you learn into structured requirements and recommendations for product and engineering.

Own state campaign delivery end to end.
Define what Propel will deliver for each state engagement, write the scope-of-work, set up campaign infrastructure, monitor execution, run the evaluation, and fix what breaks.
Lean into AI-enablement to create more leverage for our partnerships work with less engineering support.
Make hands-on tradeoff decisions about when a state's needs warrant new product investment vs. existing capabilities — and when it's configuration work, do it yourself.
Feed the case management product roadmap. Synthesize patterns across engagements to surface common needs and platform gaps. Bring specific, evidence-based recommendations to PMs — not just "states want X," but "here's the pattern across three states, here's what a platform-level solution looks like, and here's the data."
You Might Be a Great Fit If You Have
5+ years bridging product/technical teams and external partners — solutions architecture, implementation/delivery leadership, technical program management, or product management in a B2G context. You should have direct experience working in or selling to state SNAP or Medicaid agencies.
Technical background – you’re comfortable getting in the weeds on how our tech stack operates to tackle questions around how we should integrate with state partners. You are comfortable reading API docs, translating technical documents for non-technical stakeholders and doing a first-draft estimate of complexity and scope for new tasks.
Familiarity with public benefits administration — SNAP, Medicaid, EBT, or adjacent programs. You understand (or can quickly learn) how state agencies work, what their incentives are, and why things like payment error rates and redetermination processes matter
The ability to operate across altitudes — presenting to a state CIO on Monday, speccing a campaign config on Tuesday, analyzing pilot results on Wednesday, drafting a SOW on Thursday
Strong product instincts — you can tell the difference between a state request that should become a platform feature and one that should stay a one-off. You know when to advocate for one-off investments because they are critical to the state pipeline, and when they should be left on the table.
Comfort with ambiguity — we're inventing a new model for how a consumer tech company partners with state agencies, and you'll be building the plane while flying it
Communication and data skills — clear writing, compelling decks, and enough SQL/analytics fluency to tell the story of a campaign's impact

Background in case management systems, benefits administration tech, or health plan operations
Previous experience as an engineer or technical PM
Experience with program evaluation — defining success metrics, measurement frameworks, and presenting results to government stakeholders

About the Role
Propel serves approximately 1M users who are Medicare eligible, most of whom are also Medicaid eligible. We are building the first-ever app-based brokerage focused on helping "duals" (Americans on Medicare and Medicaid) enroll in healthcare plans. We specialize in Dual Eligible Special Needs Plans (D-SNPs) and are expanding to 30 states in 2026, with plans to move into larger Medicare markets over the next 24 months. As a Medicare Advisor, you will be a trusted expert, helping users compare Medicare plans, enroll with confidence, and maximize their healthcare benefits. You will also collaborate with our EPD (engineering, product, design) team to refine how we support users in navigating government healthcare.
This role requires someone who is comfortable using AI tools in their daily work to research plans, draft communications, summarize complex information, and improve personal productivity. You should be an enthusiastic and capable user of modern AI-powered tools.
What You'll Do
Respond to incoming inquiries from users regarding D-SNPs, Traditional Medicare, Medicare Advantage plans, and Medicaid, providing expert guidance and support via in-app chat (primary) and phone (secondary).
Use AI-powered tools to efficiently research plan details, compare coverage options, and synthesize complex regulatory information for users.
Apply a user-centric approach, prioritizing user needs and exceeding service expectations.
Conduct comprehensive comparisons of Medicare Advantage plans, ensuring users understand their options for healthcare coverage based on their specific needs.
Educate users on eligibility requirements, enrollment processes, and Medicare compliance, helping them navigate the complexities of healthcare regulations.
Execute enrollment applications accurately, providing users with critical information about deadlines and ongoing actions needed to sustain their coverage effectively.
Maintain appointments with multiple insurance carriers across 30+ states and ensure compliance with licensing requirements as Propel expands its D-SNP footprint.
Collaborate with product, design, and engineering teams to improve app functionality, offering insights from user interactions and enrollment experiences.
Leverage AI tools to draft user communications, create summaries, and identify patterns in user inquiries that can inform product improvements.
Offer constructive feedback to enhance user and agent experiences within the application workflow.
Flex outside of core D-SNP advisory as needed, supporting broader Medicare enrollment efforts, general app CX, and other team initiatives as we scale into new states and markets.

Required Qualifications
Fast learner with a strong interest in developing expertise in Medicare/Medicaid nationwide.
Comfortable using AI tools (such as ChatGPT, Claude, or similar) in daily work for tasks like research, drafting, and problem-solving. Willingness to learn and adopt new AI-powered tools as they are introduced.
Able to handle complex user inquiries and multitask while receiving information from a user, including researching health plans and concepts.
Quickly develops credibility with users, demonstrating an aptitude for active listening, deep knowledge in the area you are advising them on, and providing confident consultations.
Have or are willing to obtain an active broker/agent health insurance license in your home state and additional non-resident state licensure (company-sponsored).
Willing to complete training and take tests relevant to getting appointed by health insurance carriers.
Excellent communication skills with the ability to explain complex concepts simply.
A comprehensive understanding of the difficulties faced by low-income Americans and a dedication to offering compassionate and tailored assistance.
From October 15th through December 7th (the Annual Enrollment Period), refrain from taking vacation and be able to take phone/chat shifts on the weekends (likely 1 day/weekend during that period).
Must pass a background check as part of the hiring process.

Propel believes that everyone should be compensated fairly and equitably. We set our salary ranges using compensation data from hundreds of NYC-based startups at our stage. Additionally, pay is not determined based on location. Compensation for this position includes base salary and a performance-based bonus. The expected base salary for the role is $70,000 - $80,000.

Be a strategic leader in identifying the best technical and product opportunities. Whether it’s hopping in to build a service from scratch to support a new product line or advocating for a large refactor of a legacy system, this role will have a strong voice in setting the technical and product direction of the company and be hands-on in making it happen. You will likely be asked to lead a team at various points and be flexible in going between impactful IC work and leadership responsibilities.

Requirements:
