The Roles:
As aProgram ManagerwithinCart.com’s Government Solutions team, you will lead the execution, oversight, and delivery of federally aligned programs. This role is designated asKey Personneland is critical to ensuring contractual compliance, operational excellence, and successful program outcomes.
You will serve as the primary point of accountability for program performance, working cross-functionally to ensure timelines, deliverables, and reporting requirements are met in accordance with government standards.
As aProject AnalystwithinCart.com’s Government Solutions team, you will play a critical role in supporting program execution through data analysis, reporting, and operational coordination.
This role is designated asKey Personnel, meaning your expertise and contributions are essential to the success and compliance of the program.
What You’ll Do:
Program Leadership & Execution
Lead end-to-end program execution across multiple workstreams, ensuring alignment with contract requirements
Develop and manage program plans, timelines, and deliverables
Ensure adherence to federal regulations, reporting standards, and compliance requirements
Stakeholder Management
Serve as the primary liaison betweenCart.comand government stakeholders
Communicate program status, risks, and performance metrics to internal and external partners
Operational Oversight
Oversee project analysts and junior analysts to ensure high-quality deliverables
Identify risks, dependencies, and mitigation strategies
Ensure proper documentation, audit readiness, and data integrity across the program
Reporting & Performance Management
Drive program reporting, including KPIs, dashboards, and executive summaries
Ensure timely and accurate submission of required deliverables
Continuously improve processes to enhance program efficiency and effectiveness
Facilitate regular status meetings, briefings, and executive updates
Who You Are:

What You’ve Done:
Program Manager
7+ years of experience in program management, project management, or government contracting environments
Proven experience managing federally funded programs or government contracts
Experience leading cross-functional teams and delivering against strict SLAs
Strong background in reporting, data analysis, and executive-level communication
Demonstrated success in managing compliance, audits, or regulated environments
Project Analyst
3–5 years of experience in data analysis, program support, or project coordination
Experience developing reports, dashboards, or presentations
Strong proficiency in Excel (pivot tables, lookups), PowerPoint, and data tools
Experience maintaining documentation and tracking systems
Exposure to government, logistics, or operations environments
Top candidates will also have:
PMP, PgMP, or similar certification
Experience with FAR/DFARS or other federal compliance frameworks
Experience supporting RFPs, contract transitions, or key personnel submissions
Experience supporting government contracts or regulated industries
Familiarity with reporting tools (Tableau, Power BI, or similar)
Experience working in fast-paced, cross-functional environments
Physical Work Environment:
Able to withstand moderate physical activity (standing, walking, bending, stooping over, reaching, etc.).
Able to lift and carry up to 25-30 lbs. on occasion (document boxes, files, binders, and other items)
Able to maintain attention and concentration for extended periods of time
Able to work overtime including extended schedules during peak seasons.
