The Role:
The People Operations team builds the infrastructure that lets Hadrian scale. We think in systems, work like product managers, and put the people experience at the center of everything we do.
We are hiring a People Operations Program Manager to identify where our processes break down, build smarter workflows, and drive the strategic programs that shape the employee experience at Hadrian. You'll be the person who looks at how we work and asks 'how do we make this 10x better'—whether that means redesigning a process, introducing an AI-powered solution, or owning a company-wide people program end to end.
One quarter you're standing up our tiered support model and mapping AI automation opportunities. The next you're running the performance review cycle or turning engagement survey results into action. You are a strong project manager, a clear thinker, and a builder - and you thrive when the scope is broad and the work is meaningful.
What You’ll Do
Diagnose manual, repetitive, or high-friction processes across the employee lifecycle and lead the end-to-end build of their redesign—scoping the solution, coordinating stakeholders, and driving implementation of AI-enabled improvements.
Architect and implement our tiered People support model, ensuring employees get the right level of support at the right time—from self-service resources to specialist escalation—and that the model scales as we grow.
Use Jira Service Management and People data to monitor operational performance, surface trends, and bring data-driven recommendations to People leadership on where to invest time and resources.
Lead strategic People initiatives as they arise; acting as the program management engine for the team on high-priority projects that need structure, momentum, and an owner.
Build and maintain internal People team resources - playbooks, SOPs, project trackers, and knowledge bases - so institutional knowledge is captured and operations run consistently at scale.
Partner closely with People Partners, Recruiting, Engineering, and Finance to align People programs with business needs and ensure cross-functional dependencies are managed proactively.
What We’re Looking For
5+ years of experience in People operations, HR consulting, program management, or a closely related field, with a track record of owning complex, cross-functional initiatives from scoping through delivery.
Demonstrated experience with process improvement and operational design - you've looked at broken or inefficient workflows and built better ones, ideally with technology or automation as part of the solution.
Familiarity with AI tools and automation platforms (Claude, Zapier, Workato, or similar) and genuine curiosity about how they can be applied to People operations.
Strong project management fundamentals: you work from a plan, communicate proactively, manage dependencies, and don't let things fall through the cracks.
Comfortable with data - you can pull a report, interpret what it's telling you, and translate it into a recommendation that a business leader can act on.
High adaptability: you're energized by a shifting scope, not unsettled by it, and you bring structure to ambiguous situations rather than waiting for it to be handed to you.
What Will Set You Apart
You've worked in a high-growth, operationally intense environment—startup, manufacturing, defense, or similar—where you had to build programs while the business was moving at full speed.
You have hands-on experience with Jira Service Management or a comparable service management platform, and you understand how to use it as a strategic operational tool rather than just a ticketing system.
You've led an AI or automation implementation in a People or operations context - not just recommended it, but scoped it, rolled it out, and measured the impact.
You're an exceptional communicator who can write a crisp project brief for the CHRO and a clear how-to guide for a new hire on the factory floor—and you know the difference between the two.
You see the People function as a lever for business performance, not a support function that reacts to requests.
Compensation
For this role, the target salary range is 155,000 - 185,000 (actual range may vary based on experience).
This is the lowest to highest salary we reasonably and in good faith believe we would pay for this role at the time of this posting. We may ultimately pay more or less than the posted range, and the range may be modified in the future. An employee's pay position within the salary range will be based on several factors, including, but not limited to, relevant education, qualifications, certifications, experience, skills, geographic location, performance, and business or organizational needs.

The Role
Hadrian’s Workforce Systems team sits within Workforce Development and owns the operating system that keeps our workforce capable as we scale. This small, focused team builds and maintains the training infrastructure—skills data, documentation standards, LMS content, and OJT programs—that every technician and operator at Hadrian depends on to do their job safely and effectively.
As Hadrian opens new factory locations and onboards new manufacturing capabilities, we need a Program Manager, Workforce Systems who can architect the Capability OS from the ground up, define what good looks like across documentation and capability coding, and own the structural integrity of our training systems as the company scales. This is a builder role: you will create systems that don’t yet exist, in an environment that moves fast, and your work will directly shape how hundreds of Hadrian employees develop and grow.
What You’ll Do
Your responsibilities will include, but are not limited to the following:
Drive foundational design decisions for Hadrian's Capability OS, defining standards for training programs, controlled documentation, skills data, and LMS content as new capabilities come online.
Lead training program development using a systems engineering mindset — defining requirements, architecting content, and introducing it into production.
Own the full intake lifecycle for new capabilities, from early conversations with engineering and knowledge governance teams through to fully coded, cross-system deployment across skills matrix, LMS, OJT content, and evaluations.
Collaborate with operational teams to define role-specific competencies and translate them into structured, measurable training programs that build capability in a repeatable way.
Own one standard across all factory locations, ensuring documentation, skills data, and system configurations fit into a consistent global framework built to scale without structural rework.
Monitor the health of the Capability OS, flagging data inconsistencies, documentation gaps, and capacity constraints before they become blockers.
Partner with product managers as the primary ground-level voice, translating what's breaking or missing in the Capability OS into clear requirements for in-house workforce systems software.
Mentor the Workforce Systems Analyst in documentation standards, content quality, and systems discipline.
What We’re Looking For
Bachelor’s degree in Engineering (Industrial, Systems, Manufacturing, or Chemical preferred) or a related technical field; candidates with a degree in Technical Writing or a STEM-adjacent discipline and substantial hands-on manufacturing experience will be considered.
3+ years of experience in manufacturing, engineering, project management, or a technically grounded Learning & Development environment.
Demonstrated ownership of building systems—not just operating within them—including defining standards, leading program builds from scratch, and managing documentation in a regulated or quality-driven environment.
Strong written and verbal communication skills; ability to work effectively across engineering, operations, quality, and training teams.

Experience in highly regulated industrial environments such as aerospace, welding, NDT, or precision manufacturing.

The Role
The Materials Program Manager is a critical cross-functional role responsible for NPI material planning across our facilities; controlling BOM data, translating production demand into supply signals internally and externally, managing inventory, and working directly with procurement, engineering, and operations teams to ensure material readiness supports customer demand. This role sits at the heart of Hadrian’s supply chain and directly impacts our ability to deliver on time to our customers. This person will be responsible for supporting the prototype, development build and rate ramp phase of a program until the successful transition to sustaining management.
What You’ll Do
Your responsibilities will include, but are not limited to the following:
Lead ownership and governance of critical master data (BOMs, make/buy, item attributes, lead times, planning parameters, and engineering change impacts) to ensure MRP and planning systems reflect the current design, production and supplier plan of record.
Plan, organize, direct and execute material readiness activities across engineering, operations and supply chain to support development through rate production.
Manage the Clear-to-Build (CTB) process internally and with suppliers, providing visibility to supply availability, inventory levels, and risk assessments and mitigation
Ensure supply plans meet production deadlines; proactively identify and mitigate risks to supply continuity.
Coordinate with engineering, operations, and quality teams to manage material change cut-ins, reduce obsolescence, and eliminate quality-driven supply disruptions
Partner with procurement and operations on advanced supply chain strategies including long-term purchasing and strategic safety stock.
Proactively manage inventory to prevent stock-outs and own allocation of constrained supply.
Analyze supply chain data and report on MRP health metrics relative to factory production goals and delivery commitments.
Own the leadership communication on the program to all key stakeholders: program management, operations, engineering & supply chain.
Proactively update operations leadership and engineering on critical supply issues requiring escalation.
What We’re Looking For
Bachelor’s degree in supply chain, operations, engineering, or a related field
3+ years of experience in material program management, material planning, production planning, supply chain management, purchasing, or operations.
Track record supporting material planning for new product introduction (NPI) from prototype through rate production
Experience working within MRP or ERP systems
Strong analytical skills; comfortable working with data to drive supply planning decisions
Excellent written and verbal communication; able to escalate supply risks clearly to cross-functional stakeholders
Detail-oriented, self-motivated, and able to respond quickly in a fast-moving, ever-changing environment
What Will Set You Apart
Experience navigating multi-tier BOMs and complex work orders in a high-mix manufacturing environment
Advanced Excel skills (pivot tables, VLOOKUP, macros); SQL or Power BI experience a plus.

The Role
Hadrian is building the most advanced manufacturing platform in the world. As we win new programs and stand up new factories, the workforce question gets decided early, usually before a contract is signed and almost always before anyone has validated whether the labor assumptions hold. Getting that wrong means delayed milestones, unmet contractual obligations, and a workforce that cannot ramp to meet production. Getting it right is a prerequisite for every program we take on.
We are looking for a Workforce Programs Manager to own the scoping of workforce for new Hadrian programs end to end. This is the person who sits with the sales and federal teams while a deal is still being shaped, reads the statement of work, and translates it into a labor model, a headcount plan, a training strategy, and a clear build-versus-partner decision. It is a new function. You are the first hire in it, and it is tied directly to our program and factory expansion roadmap.
You will build the labor models that tell us what a program actually costs in people. You will design the training strategy for capabilities we have never run before, including regulated programs like NAVSEA-compliant welder workmanship and new NDT certification tracks. You will own the framework for what Hadrian builds internally versus what we source through partners, and you will manage the institutional partnerships that follow from that decision. You will be the forward-looking input to the Workforce Development organization, working with the team on what is coming so they can scale ahead of demand instead of reacting to it.
The right person has been in the room where program commitments are made and understands what those commitments mean for the workforce before anyone else does. They are equally comfortable in a business development review with a prime contractor, building a headcount model in a spreadsheet, and walking a community college president through what a partnership would require. They default to building capability internally and treat partnerships as a deliberate tool, not a first response.
What You'll Do
Program Workforce Scoping
Embed with the sales and federal teams during program pursuit to scope workforce requirements before commitments are finalized
Read and interpret statements of work, contract terms, and program milestones, and translate them into executable workforce plans
Identify the labor, training, and certification obligations a program creates, and surface the risks and gaps while there is still time to address them
Labor Modeling and Headcount Planning
Build labor models and headcount plans for new programs and capability expansions, covering Factory Technician, Weld Technician, and NDT Technician roles as well as the indirect and support headcount programs require
Validate that labor assumptions in deal and operational models are internally consistent and flow through to real headcount outputs
Own the workforce-cost view of a program and defend it to finance, operations, and program leadership
Training Strategy for New Capabilities
Design the training and certification strategy for capabilities Hadrian has not run before, including regulated programs such as NAVSEA welder workmanship and new NDT method tracks
Map external certification and audit requirements into the training plan so compliance is built in from the start
Define cohort timing, trainer ratios, and lead times from hire to certified, working backward from program readiness dates
Build-versus-Partner Strategy and Partnerships
Own the framework for determining whether a workforce need is best met by building internally or sourcing through an external partner, with a default toward insourcing
Manage the portfolio of institutional partnerships that follow from that decision, including community colleges, trade schools, universities, veteran programs, and high school pathways
Represent Hadrian in partner negotiations, MOU development, and ongoing relationship management, and hold partners to defined quality and output standards
Treat partnerships as foundational pre-employment pipeline tools, not a substitute for building Hadrian's own capability
Workforce Org Readiness
Work closely with the Director of Workforce Development to ensure the Workforce organization is staffed and structured to scale with the program portfolio
Provide the forward-looking inputs the WFD org needs to hire, build curriculum, and stand up training operations ahead of program demand
Maintain visibility for internal stakeholders into the workforce pipeline across all active and pursued programs
What We're Looking For
7+ years in workforce planning, labor modeling, program management, or business development, with demonstrated experience translating program or contract requirements into operational workforce plans
Background in or strong familiarity with manufacturing, defense, or government contracting environments
Track record of building headcount or labor models for new programs or capability expansions, where the output was an executable plan rather than a strategy document
Experience in customer-facing or federal program work, including interpreting a government SOW and presenting a workforce plan to a customer
A business and commercial mindset: you understand what Hadrian is signing up for when a deal closes, and you can quantify it
Strong cross-functional communication, with the ability to represent workforce realities to program and factory leadership and translate them back to institutional partners
Comfort operating where the playbook is still being written
Bachelor's degree in Business, Engineering, Workforce Development, Public Policy, or a related field; advanced degree a plus; equivalent experience considered

The Role:
Hadrian is building autonomous factories to support the defense industrial base. As we scale delivery across programs in aerospace, national security, and advanced manufacturing, we’re looking for program managers to lead customer-facing execution and manage infrastructure delivery across new and existing factory footprints.
This is a customer-facing execution role focused on driving outcomes across technical, complex, cross-functional programs. Programs can span both internal and external efforts; for example, leading an R&D capability buildout internally or partnering with a defense customer to scope a greenfield factory. You’ll spend your time communicating with stakeholders, managing timelines, coordinating delivery, and maintaining accountability across both internal and external teams. The strongest candidates will bring experience in high-complexity, customer-facing environments, whether from management consulting, industrial programs, or defense delivery. They should have a track record of owning execution and leading from the front in ambiguous or high-stakes settings. We are seeking multiple candidates at varying levels of experience and seniority to support parallel programs and delivery surfaces.
This role offers the opportunity to grow into program leadership across $100M+ delivery surfaces, spanning new factory sites, high-priority federal programs, and scaled technical infrastructure.
What You’ll Do:
Own delivery across cross-functional programs from early-stage scoping through execution and milestone tracking
Drive coordination across internal teams (e.g. engineering, supply chain, software, operations) to unblock execution and maintain delivery momentum
Lead execution governance by establishing clear cadences for cross-functional coordination, executive reporting, and delivery accountability
Maintain external-facing timelines, program dashboards, and milestone definitions in partnership with program leadership
Support internal and external communication including risk tracking, status updates, executive reporting, and program reviews
Oversee and manage program budgets, including spend visibility, burn rate, and alignment with delivery milestones
Partner with project managers to ensure tactical deliverables roll up into clear milestones and customer expectations
Monitor program scope and deliverables to track changes and clarify owner responsibilities
Operate as a program lead and primary point of contact for both internal and external stakeholders
Preferred Background:
5+ years in a program, operations, or project execution role within aerospace, defense, manufacturing, or adjacent high-complexity fields
Candidates with a background in management consulting or equivalent program management experience leading complex, multi-stakeholder programs in high-precision operational environments are strongly preferred
Experience with factory or physical infrastructure delivery, including CapEx programs or scaled manufacturing environments
Experience leading delivery within technical, ambiguous, or startup-like environments
Familiarity with common program tooling, including Microsoft Project, Airtable, Gantt charts, and risk tracking frameworks
Ability to independently manage large bodies of work while surfacing blockers and driving cross-team resolution
Proven ability to create clear, persuasive program deliverables including slides, briefs, and progress updates for both internal and external audiences
Willingness to travel up to 40% to factory sites, customer locations, and suppliers as needed
