Completing this form is voluntary, and we hope that you will choose to do so. Your answer is confidential. No one who makes hiring decisions will see it. Your decision to complete the form and your answer will not harm you in any way. Critical Harm Operations sits within User Safety & Risk Operations and builds enforcement systems for Frontier Risk and Material Harm that are accurate, fast, defensible, and built to scale. We turn policy intent into operational readiness, review standards, quality systems, escalation paths, automation guardrails, and durable cross-functional operating models.
About the Role
We are looking for an exceptional Program Manager to help build durable operating systems and run some of OpenAI’s most complex safety operations. The core need is a high-agency operator who can take an ambiguous problem, create the right structure, align cross-functional partners, and drive the work through execution.
This role will move across Critical Harm priorities as needs evolve. You may step into operationalizing national security or violent-activities workflows, support wellbeing and Frontier Risk initiatives, or help scale programs such as Trusted Access. Deep domain expertise is helpful but not required; the strongest candidates will learn quickly, exercise excellent judgment, and make complex programs move.
In this role, you will:
Lead strategic operational builds across priority workflows from problem statement to implemented operating model, including scope, owners, milestones, risks, success measures, and execution cadence.
Translate policy, safety, technical, legal, and operational constraints into workflows, requirements, playbooks, escalation paths, and decision-making structures that teams can execute.
Coordinate with User Ops leadership, Product Policy, Integrity, Safety Systems, i2, Legal, Product, Engineering, Support, vendors, and other partners to resolve dependencies and keep critical work moving.
Move in and out of workflows as priorities shift—standing up new programs, stabilizing operations, improving handoffs, and transitioning durable ownership to the right team.
Use operational data and frontline signals to identify bottlenecks, quality gaps, capacity needs, ownership failures, and the highest-leverage interventions.
Drive high-priority escalations and cross-functional decisions to closure, ensuring the right context, accountable owners, clear next steps, and durable follow-up.
Create the mechanisms that make programs run well: roadmaps, decision logs, status updates, risk registers, operating reviews, and crisp executive communication.
Identify where AI tools, automation, lightweight systems, or simpler workflows can improve speed, consistency, and scale while preserving appropriate human judgment.
You might thrive in this role if you:
Have 8+ years of experience in program management, strategy and operations, product operations, technical program management, trust and safety, support operations, risk operations, implementation, or a related field.
Have a track record of taking complex, ambiguous work from problem framing through launch and scaled operation.
Are unusually organized, sharp, and execution-focused; you can manage many moving pieces without losing the few decisions that matter most.
Build trust and drive alignment across teams without direct authority, while keeping ownership, accountability, and escalation paths clear.
Are technically and analytically fluent enough to reason about data flows, dashboards, tooling gaps, automation, and failure modes—even if you are not writing production code.
Communicate clearly with technical, operational, policy, and executive audiences, especially when tradeoffs are sensitive or evidence is incomplete.
Operate calmly and flexibly in a fast-moving environment, learn new domains quickly, and are comfortable handling high-severity or sensitive work.
Experience with vendor operations, QA programs, launch readiness, workflow automation, or AI-assisted operations.
Nice to have:
Experience in customer support or other high-stakes scaled operations.
Deep expertise with national security, violence or other severe-harm domains.

1 in 4 people in the US have a treatable mental health condition, but most providers don't accept insurance, making therapy too expensive for most people. Headway’s mission is to fix this by building a new mental healthcare system everyone can access. We started by solving the biggest barrier to care: insurance. The admin work - credentialing, claims, payment reconciliation - is a nightmare. We've automated that.
But we're going further. Over 75,000 providers across all 50 states run their practice on our software, serving over 1 million patients. We are building the best tools for therapists to run their entire practice, reimagining the experience of finding a therapist, and investing in the platform foundations to enable this at scale. We aren't just a billing layer; we are becoming the platform where care actually happens.
We're a Series D company with $325M+ in funding (a16z, Accel, Spark Capital, etc.), looking for exceptional people to help us achieve this mission. We want your time here to be the most meaningful experience of your career. Join us, and help change mental healthcare for the better.
About the Role
Headway is hiring a People Operations Program Manager to serve as a strategic partner for our People team, building the systems, automations, and agentic workflows that make our teams faster and more data-informed. This role sits at the intersection of HR operations and AI-powered tooling, owning the infrastructure that enables our People team to operate at scale.
You'll own the build end-to-end, scoping problems in partnership with the HRBP team, designing the solution, launching it, and iterating based on what you learn. You'll be a builder, a systems thinker, and a trusted partner to the people doing the hard work of managing Headway's talent base.
You Will
Own HR Business Partner (HRBP) enablement end-to-end; design, launch, and iterate on agentic tooling that make our HRBPs more effective
Design and maintain manager operational workflows, the playbooks, tooling, and automations that help managers run their teams with less friction and more confidence
Own the build-out and maintenance of dashboards for functional org health analytics, partnering with HR leadership to define the metrics that matter and making them visible and actionable in real time
Lead automation of employee processes, building structured, compliant workflows that reduce manual steps and ensure consistency
Champion responsible AI use within the HR function, partnering with Legal and IT to establish guardrails around employee data and ensure agentic HR workflows comply with employment law
Define success metrics for everything you own; your KPIs will include automations shipped, workflow adoption, and dashboard engagement
Own outcomes rather than outputs: gather feedback, read signals, and iterate on your programs and the workflows underneath them to ensure they deliver value
You'd Be a Great Fit If…
You've owned HR operations or People programs end-to-end, designed the experience, managed the rollout, measured the impact, and iterated
AI tools are genuinely part of how you work today; you use them, you have opinions about them, and you're already experimenting with building workflows and automations
You can build or meaningfully contribute to agentic tools; you understand how LLMs work well enough to design prompts, evaluate outputs, and create workflows others can use
You're comfortable getting hands-on with data and tooling to make outcomes visible; whether that's building a dashboard, wiring up an automation, or digging into an HRIS
You bring structure to ambiguity
You've worked closely with HRBPs or in an HR generalist function and understand what slows HR teams down and how to fix it
You have a strong yet adaptable communication style and can work effectively across HR, Legal, Engineering, and business teams
You have managed complex, cross-functional programs with multiple stakeholders and competing timelines and have a system for keeping things on track
You’ve built or maintained people analytics dashboards and know how to translate HR data into actionable insights for business leaders and managers
We believe a team's strength is in its people, and we cannot achieve this mission without a team that reflects the diversity of this problem – across race, ethnicity, gender, sexuality, age, national origin, religion, family status, disability, military status, and experience. Headway is committed to the full inclusion of all qualified individuals. As part of this commitment, Headway will ensure that persons with disabilities are provided with reasonable accommodations. If reasonable accommodation is needed to participate in the job application or interview process, to perform essential job functions, and/or receive other benefits and privileges of employment, please inform the recruiter when they contact you to schedule your interview.

About OpenRouter
OpenRouter is the unified interface for LLMs. We route billions of tokens every month, helping developers and enterprises access, manage, and optimize their AI use across 400+ models and providers — without worrying about lock-in, capacity constraints, downtime, or complex integrations.
Our provider ecosystem is the foundation of that marketplace. As the number of model labs and inference providers we work with grows, the relationships behind them have to scale like a product — with consistent tiers, lifecycles, and standards — not as a set of one-off deals.
About the Role
We’re hiring a Program Manager to turn our Provider Program into a product. Today, provider relationships are managed one at a time; your job is to give them a repeatable structure so the ecosystem scales without adding headcount for every new partner.
You’ll own the standard provider lifecycle end to end — sourcing, onboarding, activation, QBR, and renewal — along with provider tiering (our “buckets”), SLAs, and the compliance cadence that keeps the program trustworthy. You’ll be the one person with context across every partnership, able to run program-wide operations (re-paper all providers, roll out a new compliance attestation, launch a new tier) without pulling individual partnership owners off their accounts.
You’ll also run our flagship programs, starting with MPEAP (Model Provider Early Access Program) and our verified/certified provider tracks. This is a high-ownership role that sits at the intersection of Product, Engineering, Legal, Finance, and Security.
What You’ll Do
Own the provider lifecycle. Define and operate the standard path from sourcing → onboarding → activation → QBR → renewal, with clear stage gates, owners, and SLAs.
Design provider tiering. Build and maintain the tiering framework (the “buckets”) that determines how providers are classified, what they get, and what’s expected of them.
Build programmatic structure that scales. Turn one-off relationships into repeatable systems — templates, playbooks, self-serve onboarding, and automated provider comms — so the program grows without linear headcount.
Run cross-program operations. Execute program-wide changes (re-paper all providers, launch a new tier, roll out a new compliance attestation) as a single coordinated motion.
Run the flagship programs. Operate MPEAP and the verified/certified provider tracks, from intake criteria to ongoing management.
Own the compliance cadence. Keep SLAs, attestations, and provider obligations on schedule and auditable.
Set the operating cadence. Run the rhythm of the team — reviews, reporting, and the operating cadence that keeps everyone aligned.
Partner cross-functionally. Work across Product, Engineering, Legal, Finance, and Security to unblock providers and ship program improvements.
About You
Programs + strategy background. You’ve built and run programs or strategy at a large, complex organization (e.g. a Salesforce-scale org) and know how to impose structure on ambiguity.
Highly organized systems thinker. You instinctively turn recurring work into repeatable, automatable processes and see where linear effort should become leverage.
Cross-functional operator. You’re comfortable owning operations that span Product, Engineering, Legal, Finance, and Security, and driving them to closure without formal authority.
High agency and bias to ship. You take end-to-end ownership, move fast, and thrive in a small, fast-moving team with intentionally fluid boundaries.
Strong written communication. You can turn complex, multi-stakeholder programs into clear docs, playbooks, and comms.
Bonus: familiarity with the AI ecosystem — model labs, inference providers, and what it takes to onboard and certify them.
What We Offer
A front-row seat to the AI ecosystem and direct relationships with the model labs and providers shaping it.
High ownership and the room to define a program from the ground up.
Remote-first (US), competitive salary and equity, fully covered health/dental/vision, unlimited PTO, a WFH budget, and quarterly offsites.
If you don’t think you meet all of the criteria above but are still interested in the role, please apply. Nobody checks every box, and we’re looking for someone excited to build this program with us.

Form CC-305

OMB Control Number 1250-0005
Expires 07/31/2029
Why are you being asked to complete this form?
We are a federal contractor or subcontractor. The law requires us to provide equal employment opportunity to qualified people with disabilities. We have a goal of having at least 7% of our workers as people with disabilities. The law says we must measure our progress towards this goal. To do this, we must ask applicants and employees if they have a disability or have ever had one. People can become disabled, so we need to ask this question at least every five years.
Completing this form is voluntary, and we hope that you will choose to do so. Your answer is confidential. No one who makes hiring decisions will see it. Your decision to complete the form and your answer will not harm you in any way. If you want to learn more about the law or this form, visit the U.S. Department of Labor’s Office of Federal Contract Compliance Programs (OFCCP) website at www.dol.gov/ofccp.
