Critical Harm Operations sits within User Safety & Risk Operations and builds enforcement systems for Frontier Risk and Material Harm that are accurate, fast, defensible, and built to scale. We turn policy intent into operational readiness, review standards, quality systems, escalation paths, automation guardrails, and durable cross-functional operating models.
About the Role
We are looking for an exceptional Program Manager to help build durable operating systems and run some of OpenAI’s most complex safety operations. The core need is a high-agency operator who can take an ambiguous problem, create the right structure, align cross-functional partners, and drive the work through execution.
This role will move across Critical Harm priorities as needs evolve. You may step into operationalizing national security or violent-activities workflows, support wellbeing and Frontier Risk initiatives, or help scale programs such as Trusted Access. Deep domain expertise is helpful but not required; the strongest candidates will learn quickly, exercise excellent judgment, and make complex programs move.
In this role, you will:
Lead strategic operational builds across priority workflows from problem statement to implemented operating model, including scope, owners, milestones, risks, success measures, and execution cadence.
Translate policy, safety, technical, legal, and operational constraints into workflows, requirements, playbooks, escalation paths, and decision-making structures that teams can execute.
Coordinate with User Ops leadership, Product Policy, Integrity, Safety Systems, i2, Legal, Product, Engineering, Support, vendors, and other partners to resolve dependencies and keep critical work moving.
Move in and out of workflows as priorities shift—standing up new programs, stabilizing operations, improving handoffs, and transitioning durable ownership to the right team.
Use operational data and frontline signals to identify bottlenecks, quality gaps, capacity needs, ownership failures, and the highest-leverage interventions.
Drive high-priority escalations and cross-functional decisions to closure, ensuring the right context, accountable owners, clear next steps, and durable follow-up.
Create the mechanisms that make programs run well: roadmaps, decision logs, status updates, risk registers, operating reviews, and crisp executive communication.
Identify where AI tools, automation, lightweight systems, or simpler workflows can improve speed, consistency, and scale while preserving appropriate human judgment.
You might thrive in this role if you:
Have 8+ years of experience in program management, strategy and operations, product operations, technical program management, trust and safety, support operations, risk operations, implementation, or a related field.
Have a track record of taking complex, ambiguous work from problem framing through launch and scaled operation.
Are unusually organized, sharp, and execution-focused; you can manage many moving pieces without losing the few decisions that matter most.
Build trust and drive alignment across teams without direct authority, while keeping ownership, accountability, and escalation paths clear.
Are technically and analytically fluent enough to reason about data flows, dashboards, tooling gaps, automation, and failure modes—even if you are not writing production code.
Communicate clearly with technical, operational, policy, and executive audiences, especially when tradeoffs are sensitive or evidence is incomplete.
Operate calmly and flexibly in a fast-moving environment, learn new domains quickly, and are comfortable handling high-severity or sensitive work.
Experience with vendor operations, QA programs, launch readiness, workflow automation, or AI-assisted operations.
Nice to have:
Experience in customer support or other high-stakes scaled operations.
Deep expertise with national security, violence or other severe-harm domains.

The Enablement team translates OpenAI’s product innovation into real-world customer impact by equipping customer-facing teams with the knowledge, practice, and frameworks they need to succeed. Within GTM onboarding, we establish a shared foundation during the first 30 days and build deeper role readiness for technical GTM teams as they progress through ramp.
About the Role
OpenAI is hiring a GTM Technical Onboarding Program Manager to define and deliver the role-specific onboarding experience for technical customer-facing GTM roles.
Foundational onboarding establishes a common baseline during the first 30 days. This role owns the deeper development that follows, with a particular focus on days 30–90, when new hires need to translate product and deployment knowledge into practical, job-specific capability.
You will partner with technical GTM leaders, Product, and subject-matter experts to turn complex product and deployment concepts into role-specific curricula, hands-on practice, assessments, certifications, and manager reinforcement.
Success means technical GTM new hires build the product fluency, scoping ability, solution judgment, and customer-facing confidence required for their roles. Managers have clear readiness signals, learning experiences stay current as products evolve, and role-specific ramp becomes repeatable across teams and regions.
In this role, you will:
Own the design and delivery of day 30–90 role-specific onboarding for technical GTM roles
Define learning outcomes and readiness standards in partnership with technical GTM leaders
Build curricula and learning paths that translate complex product and deployment concepts into job-specific behavior
Design and facilitate hands-on experiences such as labs, demos, simulations, technical discovery practice, and customer scenarios
Create assessments, certifications, and manager-ready signals of proficiency and deployment readiness
Partner with Product, technical subject-matter experts, and GTM leaders to source, validate, and refresh content as products and guidance evolve
Coach subject-matter experts and facilitators to teach technical content clearly and effectively
Establish repeatable content-governance and reinforcement systems that scale across roles and regions
Use learner feedback, performance data, and AI-enabled workflows to improve practice, learner support, content maintenance, and program efficiency

Experience working directly with customers on complex, deeply technical SaaS platforms is required
Strong technical discovery, scoping, and solution judgment, with the ability to connect customer workflows and business needs to technical recommendations
Ability to explain complex technical concepts clearly and turn them into practical, role-relevant guidance for technical GTM teams
Experience creating or leading hands-on technical experiences, such as labs, demos, simulations, discovery practice, or customer scenarios
Strong cross-functional collaboration skills with Product, technical subject-matter experts, and GTM leaders
Strong program management, facilitation, and written and verbal communication skills
Willingness to work in-office in San Francisco
Preferred qualifications:
Direct experience in Solutions Engineering or Solutions Architecture is strongly preferred
Direct experience working with AI/ML products or platforms is preferred
Experience designing or delivering enablement, onboarding, technical training, or knowledge-sharing programs is a plus
Familiarity with instructional design principles or adult learning is a plus
Experience leading subject-matter expert programs or designing technical assessments and certifications

About The Role
The Senior Project Manager, CTO Support, owns project management for initiatives run directly out of the CTO's office — strategic technical projects, executive-sponsored initiatives, and cross-company technical priorities that need close coordination and visibility.
