About the Position
We're looking for a Business Development Manager to build and lead our business development function out of our Portland, ME office. You'll manage and grow a team of Business Development Representatives while owning outbound strategy across both our public-sector pipeline (city, county, and state agencies) and our growing private-sector pipeline (construction, ports/terminals, and energy/renewable operators).
This is a hands-on player-coach role. You'll spend real time in the details — refining messaging, listening to calls, working segments yourself — while also building the systems, hiring plan, and reporting rhythm that let the team scale.
What You'll Do
Lead the BDR Team
Manage, coach, and develop a team of Business Development Representatives, including day-to-day pipeline reviews, call coaching, and career development.
Hire and ramp new BDRs as the team grows, building repeatable onboarding and training.
Set clear individual and team targets, and hold the team accountable to SLAs, activity metrics, and pipeline goals.
Drive Pipeline Across Both Segments
Own outbound strategy for identifying and engaging high-potential accounts across both government agencies and private-sector operators.
Build and refine segment-specific playbooks — messaging, sequences, and targeting differ meaningfully between a county floodplain office and a ports operator, and you'll make sure the team treats them that way.
Partner with Account Executives to hand off qualified opportunities and ensure smooth conversion through the funnel.
Build the Systems Behind the Team
Own the BDR tech stack and process — CRM hygiene, sequencing tools, and reporting — so the team's pipeline data is clean and trustworthy.
Establish a weekly/monthly reporting rhythm for pipeline generation, conversion rates, and team performance that you can bring to Sales leadership.
Continuously test and iterate on outbound approach based on what's converting in each segment.
Partner Cross-Functionally
Work closely with Sales leadership on account segmentation, territory design, and go-to-market priorities.
Share market feedback — what prospects are saying, objections that keep surfacing, competitive intel — with Marketing and Product.
Represent the voice of top-of-funnel prospects as Forerunner expands further into the private sector.
About You
You might be a good fit if you:
Have 5+ years of business development or sales experience, including at least 1-2 years directly managing an SDR/BDR or similar outbound team.
Have a track record of building or scaling an outbound motion — you know how to turn a rough target list into a repeatable, measurable pipeline engine.
Are comfortable operating across genuinely different buyer types. Experience selling into both government/public-sector accounts and private industry (construction, energy, infrastructure, or similar) is a strong plus.
Are an effective coach and communicator. You can give direct, specific feedback on calls and messaging, and you build trust quickly with the people you manage.
Are analytical and process-minded. You're comfortable in a CRM, you track the metrics that matter, and you create structure where there isn't any yet.
Are based in or willing to work from our Portland, ME office. We're a distributed company, but this role is anchored there given the team it leads.

Senior Software Engineer, Mobile (React Native)

The Role
We’re hiring a Senior Software Engineer, Mobile to lead the evolution of our mobile experience. You’ll play a key role in building and scaling our React Native application, which is critical to how governments collect, act on, and communicate real-world data in the field.
This is a high-impact role at the intersection of geospatial data, field operations, and climate resilience—where performance, reliability, and usability directly affect outcomes for communities.
What You’ll Do
Build and scale mobile applications using React Native, delivering high-quality, performant experiences across iOS and Android
Own features end-to-end, from early design and architecture through production and iteration
Develop intuitive, responsive mobile interfaces that work seamlessly in real-world field conditions (low connectivity, high urgency)
Collaborate closely with product, design, and backend teams to ship impactful features
Integrate and optimize APIs, geospatial data, and real-time workflows within mobile applications
Identify and solve performance bottlenecks to ensure native-like speed and reliability
Contribute to mobile architecture decisions, including when to leverage native modules (iOS/Android) for performance or platform-specific needs
Improve developer experience through tooling, testing, and best practices
Mentor engineers and help raise the bar for mobile engineering across the team
What We’re Looking For
5+ years of software engineering experience, with a strong focus on mobile development
3+ years building production applications with React Native
Deep proficiency in JavaScript/TypeScript and React
Experience building and maintaining cross-platform mobile applications (iOS + Android)
Strong understanding of mobile performance, UI/UX, and responsiveness
Experience integrating RESTful APIs and handling complex data flows
Familiarity with native mobile development (Swift/Kotlin or Objective-C/Java) and when to use it
Strong product sense and ability to operate in ambiguous, fast-moving environments
Excellent communication and collaboration skills
Nice to Have
Experience with offline-first or field-based mobile applications
Background in geospatial data, mapping, or GIS systems
Experience with state management (Redux, Context API) and modern mobile architecture patterns
Familiarity with CI/CD pipelines for mobile apps and app store deployments
Experience working in GovTech, climate tech, or other regulated/complex domains

We're looking for energetic Account Executives to join our growing GTM team. As an AE you will drive Forerunner's future growth engine by building relationships with prospective government clients and turning them into happy Forerunner users. You will:
Source new leads and connect with prospects. You'll develop outbound strategies to create and nurture opportunities.
Close new deals. You'll own an account list, carry a quota and develop plans for winning and expanding business with our government customers.
Articulate the value of Forerunner. You’ll dazzle with demos and domain knowledge in front of our most high value prospects on a weekly basis.
Prioritize the sales pipeline to align with business goals. As a small startup we expect everyone to be adept at shifting priorities to meet changing goals.
Develop scalable sales strategies. As an early member of our sales team, your contribution will be crucial in setting our sales team up for ongoing success.
Contribute to product strategy. Help us drive product strategy by engaging with Product and Engineering teams based on your learnings in the field.
About you:
As a new addition to our team, you will help us spread the word about Forerunner and engage our customers in conversations about how software can help to transform their data and workflows. In general, you might be a good fit if you:
Have 3+ years of SaaS sales experience. We’re passionate about driving efficiency through complex government procurement channels. A creative problem-solving mindset and go-getter attitude are essential. Experience in Public Sector SaaS is highly preferred, though not required.
Have 7+ years of professional experience with a track record of meeting or exceeding goals. As a small startup, we're excited about growth and expect you to be eager about contributing to it.
Are an excellent, empathetic communicator. You'll often be the first point of contact for potential customers interested in Forerunner and building trust is crucial in our space. We'll be relying on you to make a great impression in both written and phone/video communication.

We're looking for a talented Business Development Representative with 1-3 years of experience to join our company to provide support to our sales teams. Your responsibilities will include:
Identify high-potential government customers and execute outbound strategies to connect them to Forerunner
Move leads through the funnel, arranging meetings with an Account Executive
Develop and lead campaigns from idea-generation through to qualified calls and determine how best to scale them
Partner with Account Executives at Forerunner to build strategies and prospect into designated accounts
Effectively work through lead list meeting/exceeding SLAs, consistently update activity and contact information within the CRM system and support weekly reporting effort
