THE OPPORTUNITY
We are hiring a Senior Manager/Director of Implementation to build and lead the team that owns customer onboarding from contract signature through their first 90 days of our partnership. Reporting to the VP Customer Success, this is a people-management position: you will hire, develop, and mentor a team of Implementation Managers and Specialists, set the bar for execution, and own the metrics that determine whether new customers stick.
This is an in-person position at our New York City office with a hybrid schedule (M/W/F in-office) and up to 25% travel.
WHAT YOU'LL DO
- Coach Implementation Managers through complex enterprise launches, including escalations and at-risk accounts
- Serve as the leadership sponsor on the highest-stakes launches and most complex at-risk accounts, and act as the internal advocate for the customer when tradeoffs come up across Product, Ops, and CS
- Run a tight operating cadence: 1:1s, pipeline reviews, account health reviews, and post-mortems on every account
- Partner with the Sales org on handoffs, with the Customer Success org on the transition to ongoing ownership, and with Ops on service delivery
- Hire ahead of growth and ramp new IMs quickly to full ownership
- Identify the recurring patterns behind launch slippage and customer friction, and close them through process, tooling, or training changes, codifying improvements into playbooks the team can run from
WHAT WE'RE LOOKING FOR
- 4+ years managing an implementation, onboarding, or professional services team, including experience developing senior ICs or other managers
- 8+ years in implementation, onboarding, or professional services
- A track record of scaling B2B SaaS onboarding teams through a period of growth, not just running a steady-state one
- Strong project management instincts: scoping, sequencing, milestone management, and unblocking work across internal and customer teams
- Comfort operating in regulated or operationally complex environments where the work is not purely software
- Clear, direct written communication and the ability to hold customers and internal partners to commitments without friction

THE OPPORTUNITY

ROLE OVERVIEW
California's energy code requires a third-party field verification step, a HERS or ECC test, for most HVAC permits. It's a fragmented, manual, and under-served market. PermitFlow is entering it.
We're looking for someone who has run a HERS/ECC operation before. This role isn't for a field technician; it's for an operator who understands the rater market, knows the unit economics, has relationships with raters across California, and can build a statewide network from the ground up. This is the first hire in this function, reporting directly to the COO.
WHAT YOU'LL DO
- Build and own the statewide ECC-Rater network. Contract 2+ qualified rater firms across all major CA metros (LA/Orange County, San Diego, Bay Area, Sacramento/Central Valley, Inland Empire). Set commercial terms, SLAs, capacity commitments, and offboarding criteria.
- Own Provider relationships. Manage PermitFlow's relationships with all three CA ECC Provider registries: CHEERS and Golden State Registry (GSR). These are the credentialing and oversight bodies for every rater in the network.
- Build and run the QA program. Credential verification, E&O insurance review, pass rate tracking, SLA auditing, and rater performance scorecards. Hold or hire 1-2 certified ECC-Raters for technical and QA standards.
- Be the technical voice in enterprise sales. Join calls with large HVAC customers where HERS/ECC capability is a key decision factor. You're the reason a customer believes PermitFlow can execute at volume.
- Monitor the HERS-to-ECC transition. California's HERS program officially became the Energy Code Compliance (ECC) program in January 2026. You stay on top of Title 20 rulemaking and what it means for our network and operations.
- Evaluate strategic options. Including potential acquisition targets where acquiring a rater firm accelerates coverage.
WHAT WE'RE LOOKING FOR
- HERS/ECC operator: You've run a permit + HERS/ECC + rebate operation, not as a field technician, but as the person responsible for the network, the workflow, and the results. You understand what drives pass rates, SLA performance, and rater economics.
- CA market native: You have real relationships in the CA rater market. You know who the raters are in Sacramento, the Bay Area, LA, and San Diego. You can get on the phone with CHEERS (and others) and get things done.
- Network builder: You've built or managed a multi-vendor, multi-metro network of inspectors or raters. You know how to vet, contract, and if necessary, off-board a partner.
- Builder orientation: There is no inherited infrastructure here. You're writing the playbook, setting the QA bar, designing the vendor contracts, and deciding who's in the network. You've done this before and you're good at it.
- Technical credibility in customer conversations: You can sit across from a VP of Operations at a large HVAC company and speak with authority about HERS/ECC testing workflows, rater capacity, and what makes a compliant inspection. This is not a sales role, but your presence on a call needs to close the credibility gap.

ROLE OVERVIEW
This is a foundational GTM role that combines industry credibility with integration know-how to help customers modernize how they build. You’ll partner closely with Sales but you’re not a seller - your role is to help customers understand how PermitFlow fits into their existing systems, why it matters to their operations, and what it will take to implement successfully.
You’ll act as the connective tissue between our customers’ operational realities and our platform’s technical capabilities - ensuring every solution we propose is practical, scalable, and ready to deploy.

WHAT YOU’LL DO
- Partner with Enterprise AEs to support complex, multi-stakeholder sales cycles, with strong focus on technical validation.
- Design custom workflow configurations that leverage PermitFlow’s platform capabilities and align with customer business goals
- Scope and document technical integrations (ServiceTitan, Salesforce) to ensure seamless adoption
- Translate between operational language and technical requirements - ensuring customers, Sales, and Product all stay aligned

ROLE OVERVIEW
This is a foundational GTM role that combines industry credibility with integration know-how to help customers modernize how they build. You’ll partner closely with Sales but you’re not a seller - your role is to help customers understand how PermitFlow fits into their existing systems, why it matters to their operations, and what it will take to implement successfully.
You’ll act as the connective tissue between our customers’ operational realities and our platform’s technical capabilities - ensuring every solution we propose is practical, scalable, and ready to deploy.
As PermitFlow scales, this function will become increasingly central to how we sell, scope, and implement enterprise-wide solutions - anchoring around your expertise in workflow design, integrations, and industry operations.
WHAT YOU’LL DO
- Partner with Enterprise AEs to support complex, multi-stakeholder sales cycles, with strong focus on technical validation.
- Design custom workflow configurations that leverage PermitFlow’s platform capabilities and align with customer business goals
- Scope and document technical integrations (ServiceTitan, Salesforce) to ensure seamless adoption
- Translate between operational language and technical requirements - ensuring customers, Sales, and Product all stay aligned
- Deliver tailored demos and proof-of-concepts that showcase how PermitFlow integrates into existing workflows
- Collaborate with Product, Implementation, and Customer Success to ensure successful handoff and deployment
- Create repeatable solution assets — integration guides, workflow templates, demo scripts — to scale the team as we grow
