Critical Harm Operations sits within User Safety & Risk Operations and builds enforcement systems for Frontier Risk and Material Harm that are accurate, fast, defensible, and built to scale. We turn policy intent into operational readiness, review standards, quality systems, escalation paths, automation guardrails, and durable cross-functional operating models.
About the Role
We are looking for an exceptional Program Manager to help build durable operating systems and run some of OpenAI’s most complex safety operations. The core need is a high-agency operator who can take an ambiguous problem, create the right structure, align cross-functional partners, and drive the work through execution.
This role will move across Critical Harm priorities as needs evolve. You may step into operationalizing national security or violent-activities workflows, support wellbeing and Frontier Risk initiatives, or help scale programs such as Trusted Access. Deep domain expertise is helpful but not required; the strongest candidates will learn quickly, exercise excellent judgment, and make complex programs move.
In this role, you will:
Lead strategic operational builds across priority workflows from problem statement to implemented operating model, including scope, owners, milestones, risks, success measures, and execution cadence.
Translate policy, safety, technical, legal, and operational constraints into workflows, requirements, playbooks, escalation paths, and decision-making structures that teams can execute.
Coordinate with User Ops leadership, Product Policy, Integrity, Safety Systems, i2, Legal, Product, Engineering, Support, vendors, and other partners to resolve dependencies and keep critical work moving.
Move in and out of workflows as priorities shift—standing up new programs, stabilizing operations, improving handoffs, and transitioning durable ownership to the right team.
Use operational data and frontline signals to identify bottlenecks, quality gaps, capacity needs, ownership failures, and the highest-leverage interventions.
Drive high-priority escalations and cross-functional decisions to closure, ensuring the right context, accountable owners, clear next steps, and durable follow-up.
Create the mechanisms that make programs run well: roadmaps, decision logs, status updates, risk registers, operating reviews, and crisp executive communication.
Identify where AI tools, automation, lightweight systems, or simpler workflows can improve speed, consistency, and scale while preserving appropriate human judgment.
You might thrive in this role if you:
Have 8+ years of experience in program management, strategy and operations, product operations, technical program management, trust and safety, support operations, risk operations, implementation, or a related field.
Have a track record of taking complex, ambiguous work from problem framing through launch and scaled operation.
Are unusually organized, sharp, and execution-focused; you can manage many moving pieces without losing the few decisions that matter most.
Build trust and drive alignment across teams without direct authority, while keeping ownership, accountability, and escalation paths clear.
Are technically and analytically fluent enough to reason about data flows, dashboards, tooling gaps, automation, and failure modes—even if you are not writing production code.
Communicate clearly with technical, operational, policy, and executive audiences, especially when tradeoffs are sensitive or evidence is incomplete.
Operate calmly and flexibly in a fast-moving environment, learn new domains quickly, and are comfortable handling high-severity or sensitive work.
Experience with vendor operations, QA programs, launch readiness, workflow automation, or AI-assisted operations.
Nice to have:
Experience in customer support or other high-stakes scaled operations.
Deep expertise with national security, violence or other severe-harm domains.

About the Team
OpenAI Finance is responsible for ensuring the organization is set up for success in pursuit of its mission.
Within Finance, the Procurement team serves as a trusted advisor to the business, optimizing investments, securing essential resources, and enabling OpenAI’s mission through efficient and effective procurement practices.
The Extended Workforce team helps OpenAI access specialized and flexible talent while creating a consistent, compliant, and high-quality experience for hiring managers, workers, vendors, and internal partners. As part of an AI-native organization, we are also rethinking how extended workforce programs should operate, using AI, automation, data, and new ways of working to reduce friction, improve decision-making, and build more scalable workforce solutions. Our goal is not simply to modernize traditional contingent workforce practices, but to help define what best-in-class extended workforce management looks like in an AI-first company.
About the Role
We’re looking for an experienced, hands-on Senior Manager to operate and continuously improve key elements of OpenAI’s extended workforce program.
Reporting to the Head of Extended Workforce, you will be a trusted partner responsible for translating program priorities into clear plans, scalable solutions, and measurable outcomes. This is an individual contributor role with significant cross-functional ownership and influence. You will take ownership of complex workstreams, solve ambiguous operational challenges, and partner closely with our Extended Workforce Operations team, Global Compliance Lead, and cross-functional stakeholders to strengthen the systems, workflows, and partnerships that enable the program to scale globally.
While operational excellence is at the heart of this role, we are equally excited about what comes next. We believe AI presents an opportunity to fundamentally rethink how extended workforce programs operate. We are looking for someone who enjoys challenging conventional thinking, experimenting with new ideas, and helping build a more intelligent, automated, and scalable operating model for the future.
This role is based in San Francisco, CA. We use a hybrid work model of three days per week in the office and offer relocation assistance to new employees.
In This Role, You Will:
Partner with the Head of Extended Workforce to set direction for assigned workstreams, then own their end-to-end execution by translating priorities into clear plans, milestones, and measurable outcomes.
Partner closely with the Extended Workforce Operations team and Global Compliance Lead to ensure program operations are efficient, scalable, and aligned with compliance requirements.
Advise hiring managers and business stakeholders on workforce solutions, exercising sound judgment across stakeholder experience, speed, cost, compliance, risk, and operational scalability.
Translate business needs, stakeholder feedback, and operational insights into improved workflows, automation, systems, reporting, and user experiences.
Identify, test, and implement practical applications of AI, automation, analytics, and decision-support tools that reduce manual work, improve decisions, and enable a more scalable operating model.
Identify root causes behind recurring operational challenges and build durable processes, systems, and frameworks that prevent them from recurring.
Manage strategic supplier relationships to drive optimal performance, strengthen service delivery, address gaps, and ensure partners continue to meet OpenAI’s evolving workforce needs.
Establish program health measures and operational insights that identify systemic issues, inform priorities, and drive measurable improvements in service, efficiency, adoption, supplier performance, and risk.
Lead the rollout and adoption of new processes and tools, coordinating testing, documentation, training, communications, and success measurement.
Independently resolve complex workforce requests and escalations while balancing business needs, worker experience, cost, compliance, and risk.
Raise the quality and consistency of execution across the program by developing reusable practices, decision frameworks, documentation, and tools that help the broader team operate more effectively.
You Might Thrive in This Role If You:
Have 7+ years of progressive experience in extended workforce, contingent workforce, procurement operations, workforce operations, or a related field.
Have substantial client-side experience building and operating an extended workforce program within a complex organization, including personally designing, implementing, and continuously improving its processes, systems, controls, and operating model. This is a core requirement.
Have experience scaling workforce processes, systems, automation, reporting, and service delivery, including hands-on experience with VNDLY or a similar Vendor Management System.
Are a strong operator who enjoys getting into the details, solving problems directly, and building solutions rather than relying on suppliers or external partners to do the heavy lifting.
Combine strong judgment and strategic thinking with a willingness to remain deeply involved in execution, using operational data and workforce metrics to prioritize work and improve performance.
Understand the legal, compliance, and operational considerations associated with extended workforce programs, including worker classification, co-employment, tenure, location, access, and data protection.
Build trusted partnerships across Procurement, Finance, Legal, People, Security, Privacy, Enterprise Technology, suppliers, and business stakeholders.
Bring deep knowledge of extended workforce engagement models and the operational considerations associated with each.
Are curious, adaptable, and excited to grow your scope while helping the team rethink how extended workforce programs operate in an AI-first world.

About the Team
The Account & Platform Integrity Operations team protects OpenAI’s ecosystem by ensuring that users, developers, partners, and organizations can access and build on our platform safely and responsibly. The team works across account integrity, fraud prevention, abuse detection, and platform risk to prevent bad actors from exploiting OpenAI’s products and developer surfaces.
This role will sit within the Account & Platform Integrity Operations team while partnering closely with teams across the Ecosystem organization to ensure the platform can scale rapidly without compromising trust, quality, or safety.
About the Role - Platform Operations Program Manager
As OpenAI's developer ecosystem expands, we're building the operational foundation to support the next generation of plugins, MCP apps, agent skills, and integrations. As a Platform Operations Program Manager, you'll partner across Product, Engineering, Policy, Legal, Security, and Developer Experience to design the systems and operating models that enable ecosystem growth while maintaining quality, trust, and an exceptional developer experience.
This role requires strong operational judgment, a deep understanding of developer platforms and APIs, empathy for the developer experience, and the ability to translate evolving product, platform, and policy requirements into scalable operational systems.
Location: San Francisco, CA (Hybrid - 3 days in office)
What You'll Do
Own the operational processes that help developers bring apps, plugins, and integrations to market, from submission and review through launch, appeals, and ongoing monitoring.
Manage external review partners and policy operations workflows, helping teams apply standards consistently while identifying areas where guidance, process, or quality expectations need to improve.
Partner with Product, Engineering, Policy, Legal, Security, Developer Experience, and Go-to-Market teams to turn platform goals and requirements into clear, effective operating processes.
Lead high-priority partner reviews and escalations, balancing speed to launch with user trust, and consistent standards.
Create feedback loops across product, policy, tooling, and developer experience teams to reduce friction for developers and improve the quality of integrations over time.
Lead automation and AI-driven initiatives, such as agentic workflows, to improve the speed, consistency, and scale review and support processes.
Serve as a senior cross-functional partner, using operational expertise and platform insights to help shape product strategy and improve how the ecosystem works.
You Might Thrive If You
Have 8+ years of experience in program management, developer operations, product operations, or related fields.
Are comfortable engaging with technical concepts such as MCP, APIs, OAuth, authentication, permissions, and data flows, even if you're not writing production code.
Exercise strong operational judgment and can balance speed, safety, and business priorities when making decisions.
Bring structure to ambiguous, cross-functional problems and drive alignment across Product, Engineering, Policy, Legal, Security, and Operations.
Think in systems rather than individual cases, identifying recurring patterns and building durable processes instead of one-off solutions.
Have experience using AI and automation to reduce manual work, improve quality, and scale operational processes.
Communicate clearly with both technical and non-technical audiences, translating complex requirements into practical guidance.
Care deeply about developer and partner experience while maintaining consistent standards that protect the platform and its users.
