Health Plan Advocate
Position Overview:
Bloom, the insurance industry’s trusted growth partner, is seeking a dedicated and customer-focused Health Plan Advocate (HPA) to serve as the first point of contact for beneficiaries, brokers, and ACA-related inquiries. This role is responsible for triaging calls, resolving customer service issues, supporting enrollment and broker questions, and routing inquiries appropriately while delivering an exceptional customer experience.
We are looking for an exceptional individual who can:
- Serve as the first point of contact for inbound inquiries related to Medicare, ACA, broker, and general customer service needs
- Identify caller needs, provide approved information, and determine appropriate routing or escalation
- Respond to high volumes of inbound and outbound calls, including beneficiary outreach
- Provide general information regarding processes, timelines, eligibility, and required documentation
- Deliver first-level resolution to customer issues whenever possible
- Respond to inquiries through approved channels
- Assist with enrollment and application status requests when needed
- Provide process guidance, administrative support, and portal navigation assistance
- Coordinate callbacks and follow-up activities as needed
- Escalate complex, licensed, compliance-sensitive, or contracting-related inquiries
- Capture and document all interactions accurately in designated systems
- Maintain detailed records of customer and broker interactions
- Schedule callbacks and ensure timely follow-up
- Perform other duties as assigned
Qualifications:
- High school diploma or equivalent required
- 1+ year of call center or customer service experience preferred
- Healthcare, Medicare, ACA or insurance experience preferred
Required Skills and Abilities:
- Strong verbal and written communication skills

Position Overview:
Bloom, the insurance industry’s trusted growth partner, is seeking a motivated and skilled Medicare Sales Agent to join our team for the Annual Enrollment Period (October 15 – December 7).
This is a temporary Medicare Sales Agent position supporting Bloom’s Medicare sales programs during the busiest part of the year. The role typically begins in August or September, depending on business needs and program assignment. Agents will be assigned schedules within our Hours of Operation (HOO) and are expected to maintain flexibility to work shifts across operating hours, including potential weekend and evening coverage, based on business needs. During Annual Enrollment Period (AEP) hours of operation typically run Monday-Sunday, 8:00 AM – 11:00 PM EST.
In this role, you will work assigned leads through inbound and/or outbound calls, depending on the specific program. While agents may support multiple product types, the primary focus will be Medicare Advantage (MA) sales, and agents may not sell MA products outside of Bloom.
This is a temporary role aligned with the Annual Enrollment Period (AEP), which runs October 15 – December 7. There is potential for the contract to extend into the Open Enrollment Period (OEP), January 1 – March 31, based on performance and business needs. Upon completion of the season, high-performing agents may be considered for transition to a full-time benefits eligible role, depending on available opportunities.

Licensing Readiness Program- Medicare Insurance Licensing Pathway
Program Summary:
The Bloom Licensing Readiness Program is designed for individuals interested in becoming licensed Medicare insurance agents. This self‑paced and self-funded pathway guides you through completing the state licensing requirements using our discounted partner courses. After earning your license and obtaining your National Producer Number (NPN), you may apply for a Licensed Agent position with Bloom.
This program is ideal for motivated individuals seeking to launch or advance their career in insurance—even those with no prior industry experience.
Program Deadline Notice: Although participants may complete the program at their own pace, all required coursework, licensing requirements, job application steps, and hiring decisions must be completed before the close of the current hiring season. Completion of the program alone does not guarantee employment. Candidates should begin the process as early as possible to ensure adequate time to meet all requirements and be considered for available opportunities.
Key Responsibilities:
While in the Licensing Readiness Program, participants will:
- Complete the selected pre‑licensing education course (Xcel or ExamFX)
- Study course materials, practice exams, and state‑specific requirements
- Successfully pass the provider course exam and schedule their official state licensing exam
- Complete all required state steps, including fingerprinting/background checks
- Obtain a National Producer Number (NPN)
- Apply for a Licensed Agent role with Bloom upon successful licensing
Note: Successful completion of the program does not guarantee employment. Upon successful completion of the state exam, candidates are required to submit an application through BloomThrives.com and proceed through the standard hiring process.
