Cape is America’s privacy-first mobile carrier. Our mission is to be a force for good in global wireless. Cape was founded in 2022 by people who believe privacy is a fundamental right, not a luxury to be traded away. Our journey began when our founder recognized a critical vulnerability in our modern world: everyone relies on the same stagnant cellular infrastructure and legacy systems that track our every movement, monitor and profile our connections, and lose and sell our personal data.
Instead of accepting the status quo, we decided to fix it. National security professionals, journalists, parents, and everyone in between can stay connected and have privacy.
We didn’t just build a layer on top of old tech; we built America’s most private and secure mobile carrier from the ground up. By building our own network from scratch, we are able to design and build a suite of privacy and security features that no other carrier on the planet can offer.
Today, Cape provides our secure network to consumers, businesses, and government agencies alike. We closed our Series C in March 2026, and we are scaling rapidly, with the goal of giving people back control of their most personal information.
The Team
At Cape, we are the architects of a privacy-centric movement that is just getting started. We are relentless builders, constantly innovating at the edge of what's possible in telecommunications. We operate on a foundation of high trust and high expectations. Our structure is flat, and collaboration matters more than hierarchy. As a member of our team, you will collaborate with world-class engineers, architects, and visionaries, and work across organizational lines to solve "impossible" problems and deliver mission-critical results for our users every single day.
Mission
Cape’s Head of People owns the talent strategy and human engine behind our growth. Our team is technical, creative, and relentless. Your job is to guide us through one of a company’s toughest inflection points: scaling from 100 to 300+ people without diluting talent or slowing execution.
You will immediately take ownership of our People org—spanning Recruiting and HR—and build out the team, starting with hiring a Head of Recruiting. You will own the design and execution of the department’s roadmap, ensuring that the team builds best in class programs that makes Cape a top talent magnet.
The right leader naturally stays close to the floor—sourcing key talent, staying plugged into employee sentiment, and keeping feedback loops tight across every level of the company.
Reporting directly to founder and CEO John Doyle, you will sit on the leadership team and bring a key POV to company-level decisions.
Key Objectives
Hire: Build a recruiting engine that attracts top talent. This includes optimizing capacity and tooling, elevating business partnerships, improving process efficiency, and nailing planning.
Retain: Elevate the employee experience to achieve above industry retention, viral referrals, and continuous engagement. This includes making clear investments in total rewards, people systems, and career progression.
Grow People: Plan and execute our transition from a team of 100 Swiss Army Knives defined by Herculean individual efforts to a company of 300+. This includes refining organization structure, formalizing career advancement, and retooling performance reviews and succession planning.
Scale the Team: Professionalize our approach to management to maintain Cape’s culture, execute at scale, and develop extraordinary talent. This includes automating where possible, establishing clear career paths and associated expectations, hiring top-notch leaders, and formalizing a management training program.
Location

What you bring
10+ years of progressive People experience, including 3-5 years in a leadership role, and direct participation in Recruiting.
Significant experience in a high-growth startup where you built People processes and teams from the early stages.

The Role (also the Mission)
The CISO is our chief protector. Our infrastructure, threat model, and customer expectations are more complex than a typical mobile carrier or a typical software company. Your challenge is to enable rapid product innovation without compromising on our goal to be the most secure commercial mobile network on the planet. You'll own the strategy and execution of security across our network, products, and corporate systems and work as a partner to Engineering and the executive team.
This is a build-and-defend role, not a maintain-the-status-quo role. You will immediately take ownership of a highly technical, responsive, and ambitious security, IT, and compliance org. Your mandate is to resource, mature, and scale this team to stay ahead of threats and enable Cape’s rapid growth. This role is based out of our NYC or DC office and reports to our founder and CEO John Doyle.
Here are some ways you’ll make an impact (also Outcomes of the role)
Own Cape's end-to-end security strategy — network infrastructure, product/application security, cloud and corporate IT, and physical/personnel security.
Build and lead a security team capable of defending a carrier-grade network against sophisticated, well-resourced adversaries, including nation-state actors.
Design and drive the security architecture and controls for a cellular network we operate ourselves, from the radio access network through core infrastructure and subscriber data systems.
Partner closely with Engineering leadership to embed security into the product development lifecycle.
Lead teams conducting threat modeling, penetration testing, red-teaming, and incident response programs.
Set and communicate security policy to the board and executive team, translating technical risk into business terms and making tradeoffs with speed of execution.
Vet and manage relationships with external security vendors, auditors, and researchers, including running a responsible disclosure / bug bounty program.
Champion a security-first culture across the entire company, not just within the security team.
Are you the candidate we are looking for? (Requirements for the role) You have:
10+ years in information security, with at least 5 years in a senior security leadership role (CISO, VP Security, Head of Security) at a company with meaningful infrastructure or regulatory complexity.
Eligible and willing to obtain TS/SCI clearance.
Experience managing geographically dispersed teams of engineers.
A track record of building security teams and programs from an early stage, not just operating a mature one you inherited.
Deep technical credibility — you can go toe-to-toe with your best engineers on architecture and risk, while also speaking fluently to executive leadership and the board.
A genuine belief that privacy and security are inseparable, and that protecting users sometimes means resisting internal and external pressure to compromise on either.
Excellent judgment under ambiguity and the ability to move fast without cutting corners that matter.
Bonus Points: (Some nice to haves for this role)
Direct experience securing telecom, network infrastructure, or other critical infrastructure — you understand things like SS7, radio networks, or core carrier systems, or you've secured environments of comparable complexity (e.g., cloud infrastructure providers, fintech, critical infrastructure).
Experience securing an environment with Forward Deployed Engineers and the complexity around high risk travel.
We offer competitive compensation that is geo-adjusted based on your location, along with meaningful equity so you share in the value you help create. Salary range for this role in NYC/DC is $300,000 - $350,000 depending on experience and interview performance and location.
Our benefits include:
401(k) match
100% coverage of medical, dental, and vision premiums for you and your dependents
12 weeks paid parental leave (for all parents, no waiting period)
Stipends for
Family-forming needs
Gender-affirming care
Unlimited PTO
Relocation and moving assistance if needed

As a member of our team, you will collaborate with world-class engineers, architects, and visionaries, and work across organizational lines to solve "impossible" problems and deliver mission-critical results for our users every single day.
The Role
We are seeking an experienced Security Engineer with expertise in corporate security to join our team. As a strategic partner, you will make an immediate impact by leveraging your expertise across identity, endpoint, network, and information security alongside IT, engineering, and business teams. This role is pivotal in reducing risk across our corporate environment, covering employee-facing systems, internal infrastructure, and third-party risk, and will be responsible for designing, implementing, and maintaining security measures that comply with regulatory standards, enhance internal processes, and minimize data security risks. Through developing ongoing security strategies, technologies, and a strong security culture, you will support the organization's business objectives and daily operations.
Responsibilities
Design, implement, and manage security controls and policies across corporate IT systems, focusing on the confidentiality, integrity, and availability of employee, customer, and business data.
Own and mature identity and access management (IAM/SSO/MFA), endpoint security (EDR, MDM), and email/network security (phishing defense, DLP, firewalls, VPN) across the organization.
Perform comprehensive security assessments of corporate systems and vendors to identify vulnerabilities, assess risk, and recommend actionable mitigation strategies.
Establish governance, guardrails, and monitoring for emerging employee tooling, including the associated data-handling, access, and third-party risks.
Own the vulnerability management lifecycle across the corporate fleet: scanning, risk-based prioritization, remediation and patch SLAs, and closure tracking across endpoints and internal systems.
Lead security awareness and phishing simulation programs to build an organization-wide culture of security.
Contribute to compliance and audit efforts as needed, lending security context where it helps the business move faster.
Assess and manage third-party/vendor security risk, including security questionnaires, contract reviews, and ongoing vendor monitoring.
Assist in running and addressing findings from penetration tests, red team exercises, and internal audits, ensuring prompt and effective remediation.
Stay informed about the latest security threats, vulnerabilities, and compliance mandates affecting corporate environments; provide strategic guidance on technologies and best practices.
Investigate security incidents and insider-threat concerns in partnership with HR, Legal, and IT as needed.
Raise the security bar across the company by mentoring engineers and partners on secure practices, fostering a culture of security awareness and continuous improvement.
Collaborate with stakeholders to integrate security requirements effectively into IT projects and broader business initiatives.
Preferred Experience
Bachelor's degree in Computer Science, Information Security, or a related field or equivalent experience. Advanced degrees or certifications (e.g., CISSP, GIAC, Security+, CISM) are advantageous.
A minimum of 2 years of experience in information security, with meaningful experience across corporate/IT security domains (identity, endpoint, network, GRC).
Deep understanding of enterprise identity providers and SSO/MFA platforms, endpoint/EDR tooling, MDM platforms, and email security tooling.
Working knowledge of common compliance frameworks (e.g., SOC 2, ISO 27001).
Familiarity with government/public-sector security frameworks (FedRAMP, FISMA, NIST SP 800 series, CJIS) is a plus, given Cape's government-facing customer base.
Working knowledge of consumer privacy regulations (GDPR, CCPA, and other regional privacy laws) as they apply to handling customer data.
Exposure to secure software development lifecycle (SSDLC) practices and partnering with engineering on secure design reviews.
Proficiency in scripting or automation (Python, shell scripting, or similar) to streamline security operations and reporting.
Familiarity with vendor/third-party risk management processes and tooling.
Solid knowledge of network security, encryption technologies, and secure business-system configuration.
Excellent analytical skills for identifying and mitigating complex security vulnerabilities and risks.
Strong communication and leadership abilities, capable of working collaboratively across teams and effectively conveying technical information to non-technical stakeholders.
Organized and able to manage multiple priorities in a dynamic, fast-paced environment.

The Opportunity
You will be the analytical engine behind Cape's biggest consumer business decisions - pairing rigorous market research with sharp business intelligence to tell us what customers want, what they'll pay, and what it means for the bottom line. You'll design the studies that surface the "why" behind customer behavior and build the models that translate those insights into pricing, budgets, and margin plans leaders can act on. The ideal candidate is equally at home fielding a survey and building a P&L, and can carry a finding all the way from raw data to a recommendation in front of the executive team. This role reports to our Head of Consumer Growth.
What You'll Work On
: Define and develop business-unit metrics and associated dashboards that quantify the health of our business. This may require you to implement and optimize the internal systems to track those metrics.
: Dig into data, both quantitative and qualitative, to deliver strategic and actionable insights on topics like willingness-to-pay, feature trade-offs, and optimal plans structure and tiering. You’re as comfortable writing an SQL query as you are getting on a call with a customer to conduct a user interview.
: You will build financial models and projections, appropriately benchmarked with well-founded and sourced assumptions, and track progress towards and deviation from goal. You can model the ROI of individual investment decisions, sizing the upside, framing the risk, and pressure-testing assumptions.
Experience
4+ years of consulting, banking, investing, or business intelligence or market research experience
Strong analytical aptitude. You intuitively think about problems in terms of numbers and models, and you are able to quickly execute analyses in Excel or SQL. We will test you on this. You must feel comfortable with statistical tools and running methodologically sound surveys. Prior experience running brand surveys and creative testing is a plus.
Fluency with tools and using AI to work faster and smarter with data, and the judgement to know when the output is right and when it looks off.
Ability to present findings and recommendations to a senior leadership audience, fielding challenges and incorporating feedback.
Structured and logical thinker with the ability to quickly get up to speed on new industries, products, and challenges.
Self-driven and relentlessly proactive. You don’t need someone to tell you to “move”. You just move. We’d rather have to tell you to slow down than to speed up.
Comp: 150k - 185k
