Software Engineer, Monetization Data Systems
International Strategy & Operations Lead
About the Team
The International Strategy & Operations team supports the growth and management of OpenAI’s business outside the United States. We work across products, markets, and functions to ensure our technology reaches and benefits users and customers around the world.
Our team is responsible for being the glue between global and regional teams—bringing together market performance, local context, and cross-functional priorities to create a clear plan for winning in international markets. We advocate for the regional leaders closest to our users and customers, while giving company leadership the ground truth and structured recommendations needed to make the right decisions and tradeoffs.
About the Role
We are looking for a world-class, scrappy, and dynamic strategy and operations leader who spikes in analytical thinking, business judgment, executive communication, and operational execution.
You will work closely with global leadership, regional general managers, and cross-functional partners to identify growth opportunities, build operating plans, and drive high-priority initiatives from conception through execution. You will be expected to operate at all altitudes—from translating complex market dynamics into clear recommendations for senior executives to working directly with product, growth, data science, and go-to-market teams to unblock execution.
Success in this role requires the ability to bring structure to ambiguity, turn data into actionable insights, influence without authority, and drive meaningful business outcomes across a fast-moving and increasingly global organization.
In this role, you will:
Build the operating plan. Translate strategic priorities into clear goals, workstreams, owners, milestones, and decisions. Identify cross-functional dependencies early and ensure teams remain aligned on execution.
Drive market growth initiatives. Work with product, growth, marketing, data science, and regional teams to identify and execute opportunities to improve customer acquisition, activation, retention, and monetization.
Create visibility into market performance. Develop a clear view of business performance across markets and products. Use data, customer insights, and competitive intelligence to identify the biggest opportunities and risks.
Lead executive communications and decision-making. Produce clear, concise business reviews, strategic recommendations, and executive-ready narratives that help senior leaders understand performance, evaluate tradeoffs, and make decisions.
Connect regional needs to global priorities. Synthesize feedback from regional teams and customers into actionable recommendations for product, research, infrastructure, and go-to-market partners.
Drive strategic cross-functional initiatives. Lead high-priority projects spanning market readiness, product launches, customer adoption, operational improvements, and new international growth opportunities.
Build repeatable programs. Develop the frameworks, planning processes, and operating rhythms that help international teams scale effectively as the business grows.
You might thrive in this role if you:
Have 10–15 years of experience in business operations, strategy, international growth, corporate strategy, or other highly analytical operating roles.
Have a proven track record of taking large, ambiguous business problems from initial diagnosis through strategy, execution, and measurable results.
Are highly analytical and comfortable using business performance data, market research, and customer insights to answer complex questions and shape strategic decisions.
Are an exceptional written and verbal communicator, with experience producing executive-ready materials and influencing senior leaders.
Have experience working across product, growth, finance, data science, marketing, and go-to-market functions.
Are comfortable operating at all altitudes—discussing strategy and tradeoffs with executives while working directly with individual contributors to move projects forward.
Excel in fast-moving environments and can prioritize across competing demands without losing sight of the highest-impact outcomes.
Bring strong business judgment, intellectual curiosity, and a bias toward action.
Are passionate about technology, artificial intelligence, and expanding the benefits of AI to users and customers around the world.
Nice to have:
Experience at a leading management consulting firm.
Experience building or scaling international businesses, market operations, or global growth programs.
Hands-on experience with SQL, business intelligence tools, or data visualization platforms.
Experience working in AI, enterprise technology, consumer technology, or other fast-growing product-led businesses.

Program Manager, Critical Harm Operations
About the Team
Critical Harm Operations sits within User Safety & Risk Operations and builds enforcement systems for Frontier Risk and Material Harm that are accurate, fast, defensible, and built to scale. We turn policy intent into operational readiness, review standards, quality systems, escalation paths, automation guardrails, and durable cross-functional operating models.
About the Role
We are looking for an exceptional Program Manager to help build durable operating systems and run some of OpenAI’s most complex safety operations. The core need is a high-agency operator who can take an ambiguous problem, create the right structure, align cross-functional partners, and drive the work through execution.
This role will move across Critical Harm priorities as needs evolve. You may step into operationalizing national security or violent-activities workflows, support wellbeing and Frontier Risk initiatives, or help scale programs such as Trusted Access. Deep domain expertise is helpful but not required; the strongest candidates will learn quickly, exercise excellent judgment, and make complex programs move.
In this role, you will:
Lead strategic operational builds across priority workflows from problem statement to implemented operating model, including scope, owners, milestones, risks, success measures, and execution cadence.
Translate policy, safety, technical, legal, and operational constraints into workflows, requirements, playbooks, escalation paths, and decision-making structures that teams can execute.
Coordinate with User Ops leadership, Product Policy, Integrity, Safety Systems, i2, Legal, Product, Engineering, Support, vendors, and other partners to resolve dependencies and keep critical work moving.
Move in and out of workflows as priorities shift—standing up new programs, stabilizing operations, improving handoffs, and transitioning durable ownership to the right team.
Use operational data and frontline signals to identify bottlenecks, quality gaps, capacity needs, ownership failures, and the highest-leverage interventions.
Drive high-priority escalations and cross-functional decisions to closure, ensuring the right context, accountable owners, clear next steps, and durable follow-up.
Create the mechanisms that make programs run well: roadmaps, decision logs, status updates, risk registers, operating reviews, and crisp executive communication.
Identify where AI tools, automation, lightweight systems, or simpler workflows can improve speed, consistency, and scale while preserving appropriate human judgment.
You might thrive in this role if you:
Have 8+ years of experience in program management, strategy and operations, product operations, technical program management, trust and safety, support operations, risk operations, implementation, or a related field.
Have a track record of taking complex, ambiguous work from problem framing through launch and scaled operation.
Are unusually organized, sharp, and execution-focused; you can manage many moving pieces without losing the few decisions that matter most.
Build trust and drive alignment across teams without direct authority, while keeping ownership, accountability, and escalation paths clear.
Are technically and analytically fluent enough to reason about data flows, dashboards, tooling gaps, automation, and failure modes—even if you are not writing production code.
Communicate clearly with technical, operational, policy, and executive audiences, especially when tradeoffs are sensitive or evidence is incomplete.
Operate calmly and flexibly in a fast-moving environment, learn new domains quickly, and are comfortable handling high-severity or sensitive work.
Experience with vendor operations, QA programs, launch readiness, workflow automation, or AI-assisted operations.
Nice to have:
Experience in customer support or other high-stakes scaled operations.
Deep expertise with national security, violence or other severe-harm domains.
