SpruceID builds digital identity and trusted data infrastructure for governments and enterprises. We are building toward a future where people own and control their data across their digital interactions.
Identity determines access to many of the services that matter most: benefits, licensing, healthcare, employment, financial services, and other high-stakes digital interactions. As more of these services move online, governments need identity systems that are secure, interoperable, privacy-preserving, and built around user control rather than centralized data sharing or proprietary lock-in.
SpruceID helps organizations move from identity principles to working systems. We work with governments to design, build, and scale infrastructure for mobile driver’s licenses, reusable identity verification, verifiable credentials, digital wallets, trusted document intake, and cross-agency digital services. Our work is grounded in open standards and deployed in real-world public-sector environments.
We are not a traditional SaaS company selling licenses, a commodity credential vendor, or a consulting firm that leaves behind a slide deck. We are a build partner for complex identity and trusted data programs: the team called when the work is important, ambiguous, and needs to survive contact with production.
We are a small, technical, fast-moving team working on infrastructure that will shape how people access services for decades to come. This work requires strong mission alignment: we are looking for people who believe individuals should have more ownership, control, and agency over their personal data, and who are motivated by building systems that make digital services more secure, useful, and respectful of users.
Marketing at SpruceID plays a strategic role in that work: helping define the category, translate complex technical and policy shifts into clear narratives, and make every customer, partner, and government conversation easier.
The Role
SpruceID is hiring a Senior GTM Marketing Manager to help turn our strategy into the assets, campaigns, customer intelligence, and AI-enabled marketing systems that move complex public-sector sales conversations forward.
This is a high-leverage generalist role. You will work across positioning, content, web copy, sales collateral, account-specific narratives, campaigns, events, technical writing, video and explainer content, and marketing operations. The work is broad by design: we need someone who can understand the strategy, identify what needs to exist, and create the first useful version.
You will work directly with the Head of Marketing and closely with sales, delivery, and executive leadership. Much of the work will sit at the intersection of marketing, GTM strategy, customer intelligence, and sales enablement. One week you may be turning a state account plan into a briefing and outreach package; the next you may be rewriting a landing page, producing a whitepaper, packaging a demo, building an event campaign, or creating a repeatable AI workflow that makes future work faster.
Marketing at SpruceID is not measured like a simple PLG SaaS funnel. Our market is relationship-led, event-heavy, long-cycle, and highly dependent on trust. The job of marketing is to make every important conversation easier: by building credibility, sharpening the story, producing reusable assets, supporting events that create real meetings, and helping the team understand where the strongest opportunities are.
This role is ideal for someone who wants to help define what modern marketing looks like in the age of AI: more technical, more strategic, more cross-functional, and more directly useful to revenue.
Signs You May Be a Fit
You may be a strong fit for this role if you:
Can take an ambiguous business problem, form a point of view on what is needed, create the first useful version, and improve it through feedback.
Work independently and autonomously. You do not wait for a perfect brief, detailed instructions, or someone else to define the path.
Are adept with Figma (or similar) and Claude Code at a minimum, regularly use multiple AI tools, and have built AI-enabled workflows from scratch.
Use AI to ship what used to require whole teams, not just to draft content faster.
Have shipped across the full GTM surface area: positioning, content, campaigns, sales collateral, website copy, events, technical storytelling, and customer-facing assets.
See content, product marketing, design, campaigns, enablement, and operations as connected parts of the same GTM system, not separate lanes.
Can understand complex technical concepts, ask sharp questions, and translate them into clear narratives for buyers, partners, and internal teams.
Signs You May Not Be a Fit
You may not be a fit for this role if you:
Prefer to go deep in one marketing discipline, such as content, PMM, brand, lifecycle, demand gen, or events.
Prefer work where the strategy, brief, and success criteria are mostly defined before you begin.
Use AI to speed up drafting or brainstorming, but have not meaningfully changed your workflow around it.
Want clear swim lanes between strategy, writing, design, campaigns, enablement, and operations.
Are strongest when coordinating agencies, designers, writers, or specialists rather than creating the first useful version yourself.
Are more energized by consumer, PLG, or high-volume SaaS motions than by complex infrastructure, technical buyers, public-sector sales cycles, policy context, and long-term category creation.
Qualifications
5+ years of experience marketing in infrastructure, government, fintech, identity, developer tools, enterprise software, or another complex technical market.
A portfolio of shipped GTM work across formats: positioning, sales collateral, web copy, campaigns, content, events, technical explainers, or customer narratives.
Exceptionally strong writing and storytelling skills, especially for technical, policy, or complex product concepts.
Comfort working directly with sales, product, delivery, and executive stakeholders.
Hands-on fluency with Figma and Claude Code or equivalent AI-enabled production tools.
High ownership, strong judgment, and ability to operate with limited structure
Listed by Spruce Systems for a position based in the United States. Employers on this board attest they are hiring domestically.
SpruceID builds privacy-preserving, standards-based digital identity and credentialing solutions that give individuals control of their information while enabling governments and enterprises to deliver secure, interoperable services. We partner with public-sector organizations to modernize how identity is issued, verified, and used.
This role is fundamentally a system builder mandate. SpruceID has strong momentum and a high level of activity across the business, but the go-to-market (GTM) and sales function is still evolving. You will be responsible for designing and operationalizing a scalable, repeatable sales system from the ground up - this is not a role inheriting an established playbook.
This person will operate at the intersection of strategic business development and public-sector digital transformation. You will lead SpruceID’s efforts to bring our solutions to U.S. state, local, education (SLED) and federal government markets, with a primary focus on state-level engagements. You will also personally own and close complex, high-value government deals not just generate or manage pipeline. Your mission is to build a disciplined, measurable public-sector sales machine while personally driving and closing high-impact deals already in motion.
You will work closely with SpruceID’s leadership team, particularly our CEO, to bring structure, clarity, and operational rigor to an otherwise ambiguous and fast-evolving environment. Success in this role requires deep navigation of government procurement ecosystems, stakeholder politics, and long-cycle decision-making across shifting policy and funding environments.
SpruceID’s business model is currently services-led, with software and licensing expected to layer in over time. You must be comfortable operating across this hybrid model and adapting GTM strategy as the company evolves within the emerging “Digital Trust” ecosystem.
This role also requires ecosystem-level thinking, including positioning SpruceID within the broader identity and trust landscape (e.g., Okta, Socure, other identity and credentialing players), and identifying strategic partnership opportunities that accelerate adoption. This role is hands-on and customer-facing. You will actively engage in key deals from initial outreach through contract negotiation and closing, while also building the systems, processes, and operating cadence required to scale.
This job is fully remote within the U.S., with significant travel required to support state and federal customer engagements and attend periodic company gatherings.
What You’ll Do
Build the sales system from scratch - Design and implement SpruceID’s end-to-end sales and GTM operating system, including pipeline management, forecasting, campaign execution, and performance tracking. Establish structure in a highly ambiguous environment.
Install operational discipline - Create and enforce rigor across CRM, sales operations, and reporting. Drive consistency in pipeline hygiene, deal progression, and forecasting in the absence of existing standards.
Drive and close active deals - Step into a highly active pipeline and lead strategic opportunities through to close, particularly within state government accounts.
Own SLED GTM strategy (state-first) - Develop and execute a focused GTM strategy for state and broader SLED markets, with a deep understanding of procurement dynamics, buying cycles, and stakeholder landscapes.
Navigate complex government procurement - Lead deals through RFPs, compliance requirements, and security reviews, while aligning internal stakeholders to meet public-sector constraints and timelines.
Define ICPs and offerings - Identify priority government customer segments and package SpruceID’s services-led solutions into compelling, outcome-driven offerings that can evolve into repeatable motions.
Launch and refine pipeline generation - Build and iterate on outbound and inbound strategies to sustain deal flow, while prioritizing high-value opportunities in a resource-constrained environment.
Leverage AI to enhance GTM execution - Operate with an AI-first mindset, using modern tooling and approaches to improve efficiency, insight generation, and overall sales productivity.
Create clarity from ambiguity - Partner closely with leadership (especially Wayne) to translate high-level direction into executable plans, prioritization frameworks, and measurable outcomes.
Bridge services to product GTM - Translate early services-led wins into repeatable motions that inform future software and licensing strategies.
Qualifications
Experience: 8+ years in enterprise sales, business development, or GTM leadership, with significant focus on public sector clients.
Public Sector Expertise (Critical): Proven success selling into U.S. state government environments, with deep understanding of SLED - particularly state-level procurement, compliance constraints, and buying processes. Experience navigating complex RFPs and long sales cycles is essential having personally demonstrated closing complex government or public-sector deals involving multiple agencies, procurement layers and long-cycle approvals.
Services-Led Sales Background: Experience selling services into government environments (e.g., consulting firms, systems integrators, or services-heavy organizations). Strong understanding of how services engagements evolve into longer-term platform or product relationships.
System Builder: Demonstrated ability to build and operationalize sales systems from the ground up. Comfortable creating structure, processes, and discipline in ambiguous, early-stage environments without predefined playbooks.
AI Fluency (Required): Hands-on experience using AI tools to enhance sales workflows and productivity. Ability to articulate practical applications of AI in GTM strategy and execution (e.g., automation, research, pipeline insights, content generation). Familiarity with emerging concepts such as modern AI tooling ecosystems (e.g., MCPs) is a plus.
Domain Familiarity (Preferred): Experience or exposure to digital identity, IAM, or broader digital trust ecosystems. Strong preference for candidates who understand the competitive and partnership landscape (e.g., Okta, Socure, CLEAR, etc.) and can position within that ecosystem.
Operational Rigor: Highly structured and process-oriented, with strong CRM discipline, pipeline management expertise, and forecasting capabilities.
Communication & Influence: Exceptional communication skills with the ability to engage and influence stakeholders ranging from technical teams to senior government executives.
Cross-Functional Leadership: Proven ability to work across product, engineering, delivery, legal, and executive teams to align sales execution with product capabilities and delivery outcomes.
Adaptability: Comfort operating in a shifting business model (services-first evolving toward software) and in a fast-moving, ambiguous environment.
Travel: Based in the U.S. and willing to travel as needed to meet with government clients and attend company events (significant travel expected).

About Spruce
Spruce builds privacy-preserving, standards-based digital identity and credentialing solutions that give individuals control of their information while enabling governments and enterprises to deliver secure, interoperable services. We partner with private and public-sector organizations to modernize how identity is issued, verified, and used.
The Role
We are seeking a Technical Program Manager (TPM) to lead delivery of complex, high-stakes identity and credentialing software solutions and programs across government and enterprise environments.
This is a high-autonomy, highly multifaceted role that blends technical delivery, customer ownership, and operational leadership. In many ways, this role functions as a Technical Success Manager / delivery lead hybrid—serving as the primary point of contact for one or more strategic customers.
The TPM is expected to operate as the connective tissue between engineering teams and external stakeholders, especially CTOs, CIOs, product leaders, and program owners on the customer side.
This role requires someone who can independently understand what the organization is trying to achieve, why it matters, and how to deliver it end-to-end—even when requirements are incomplete or evolving.
Core Responsibilities
1. Customer & Program Ownership
Serve as the primary point of contact for assigned customer programs
Build deep, trusted relationships with technical and executive stakeholders (CTOs, CIOs, product leaders, procurement teams)
Understand customer objectives and uncover the “problem behind the problem”
Maintain clarity between what is requested vs. what is contractually agreed vs. what is technically feasible
Operate confidently in public sector and enterprise contracting environments
2. Technical Program Delivery
Translate customer and policy requirements into executable technical delivery plans
Partner closely with engineering and product teams to define epics, milestones, and delivery roadmaps
Participate actively in technical conversations (cloud architecture, APIs, containers, identity systems, digital signatures, etc.)
Independently field technical questions (e.g., AWS vs GCP tradeoffs, deployment models, integration patterns)
Must be technically fluent enough to:
Participate in architecture-level discussions without relying on engineering escalation
Understand system design tradeoffs and communicate implications clearly to non-technical stakeholders
3. Contract-Aware Execution
Read, interpret, and execute against customer contracts and SOWs
Identify obligations, constraints, and deliverables within agreements
Ensure delivery aligns with contractual commitments and scope boundaries
Support translation of contract requirements into technical execution plans
(This is a core requirement of the role, not optional.)
4. Multi-Program Management
Manage multiple concurrent engagements across private and public sector customers
Prioritize effectively across competing demands and delivery timelines
Determine when to escalate, when to unblock independently, and when to engage engineering resources
Protect engineering time by filtering, structuring, and reducing unnecessary meeting load
5. Execution Excellence & Stakeholder Management
Lead recurring customer meetings, technical working sessions, and executive updates
Run structured governance cadences across internal and external stakeholders
Deliver clear communication in high-stakes environments
Maintain strong alignment across engineering, product, and customer leadership teams
6. Risk, Dependency & Delivery Management
Identify delivery risks early and proactively mitigate across teams
Manage dependencies across engineering, product, and customer stakeholders
Ensure alignment on scope, timelines, and technical feasibility
Surface gaps between customer expectations and delivery reality
What You Bring
3–7+ years in Technical Program Management, implementation delivery, or systems-focused customer success roles
Strong technical fluency (APIs, cloud infrastructure, system architecture, identity concepts preferred)
Proven ability to operate in complex, ambiguous, multi-stakeholder environments
Strong understanding of how software systems are built and delivered
Ability to independently interpret contracts, SOWs, or technical requirements
Excellent executive communication and relationship-building skills
Ability to protect engineering time while maintaining customer satisfaction
Nice to Have
Experience working with enterprise or government customers

Familiarity with FedRAMP, NIST frameworks, or federal security standards
PMP or other program management certifications
Consulting, federal contracting, or enterprise transformation background
Prior engineering or deeply technical systems experience (strong advantage)
Why This Role Matters
Own delivery of mission-critical identity infrastructure programs
Work directly with senior government and enterprise stakeholders
Operate at the intersection of policy, engineering, and real-world systems delivery
Join a small, high-trust team where autonomy and judgment matter
Help shape how secure digital identity systems are delivered at scale
